negotiate a sole source procurement with BMC Software, P.O Box 2002,
Sugar Land, Texas 77487, to acquire the maintenance including new
releases and upgrades for the BMC proprietary software for a systems
life through September 30, 2001. Public Debt requires maintenance and
upgrades for the following software which is currently installed on an
Amdahl 5995 Model 2570M mainframe computer: DB2 Check Utility (Check
Plus for DB2), R+/Resource Maximizer Utility for DB2, Extended Buffer
Manager for DB2, and Reorg Plus Online Feature. A copy of the

maintenance on an AMDAHL 5995 Model 2570M, the Government may require
an upgrade and maintenance on a AMDAHL 5995 Model 3570M. The Bureau of
the Public Debt has been and continues to develop and implement the
Savings Bond Replacement (SaBRe) project. Given the magnitude of the
project and incurred costs,Public Debt is unable to consider new
products until the project has stabilized. At this point, there are
approximately 4.8 billion records that reside in a 1.2 Tb table and
approximately 2,000 jobs maintained with the BMC utilities for the
SaBRe system. Since developing the SaBRe system is an ongoing process,
programmers must be able to continuously update the files. There are
additional systems, Federal Financial System (FFS), Management
Information Systems (MIS), and Batching and Encoding System for Issues
(BESI), which consist of approximately 106 additional jobs. The backup
and recovery process takes approximately 8 work days. Any additional
down time is unacceptable. All affirmative responses must be in
writing, must be accompanied by clear and convincing evidence to
clearly show compatibility in an MVS/ESA integrated environment as well
as conforming to the functional requirements outlined on our website.
In addition to technical literature, respondents must submit references
and pricing information. Other than the functional requirements on our
website, no solicitation document is available. A request for
documentation will not be considered an affirmative response. If no
affirmation written response is received, within 15 days after
publication of this notice, to the effect that comparable
items(s)/services is/are available, and that it is more advantageous to
the Government than obtaining these items/services through a
sole-source contract with BMC, a sole-source acquisition award will be
