Office, 301-227-1904 The purpose of this modification is to change the
synopsis to replace the phrase "Photogrammetry" with "Imagery
Intelligence and Photogrammetry". This synopsis also adds information
regarding the posting of the Draft Request for Proposal, and
information regarding the Pre-Proposal conference. The revised synopsis
is reproduced in full below: The National Imagery and Mapping Agency
has a need for Geospatial Information and Imagery Intelligence Services
to support its on-going mission. These services fall into four broad
functional areas: 1. Surveying Services; 2. Mapping and Charting
Services; 3. Imagery Intelligence and Photogrammetric Services; and 4.
Consolidated Services(to consist of all or any combination of areas 1,
2, and 3 above). In an effort to streamline the procurement system,
these services are being accumulated under a single Omnibus Geospatial
Information Solicitation. The Government intends to award
approximately 4-20 Indefinite Delivery Indefinite Quantity (IDIQ)
contracts under this consolidated solicitation using a "Qualifications
Based Selection (QBS)" process that conforms with the general
provisions, spirit and legislative intent of the Brooks Act. The
contracts will each contain a base year plus 4 option years, with a
minimum task order amount of $1,500.00, a maximum task order amount of
$30,000,000.00, a minimum guaranteed contract amount of $3,000.00, and
a maximum contract amount to be separately negotiated on each contract.
While the Government will consider all responses to the solicitation,
NIMA is especially interested in obtaining end-to-end services. It is
therefore in the offerors' best interests to establish teams that can
facilitate end-to-end services. The Government intends to utilize a
two-step QBS process for acquisition of these services. In Phase I,
offerors will submit their technical qualifications using Standard
Forms 254 and 255. Proposals will be evaluated for technical capability
to include past performance in terms of customer satisfaction, delivery
performance, and quality; specialized experience and technical
competence; capacity of the firm; professional qualifications; and
small business participation. Some respondents may be required to
provide oral communications as a form of fact-finding. Those offerors
who are selected in Phase I as the most highly qualified will be
requested to provide pricing information in the form of labor hours and
overhead rates in Phase II. Those most highly qualified offerors who
submit reasonable rates will be considered to be in the competitive
range, and negotiations will commence. All most highly qualified
offerors with whom the Government can negotiate a contract will be
awarded an IDIQ contract. Task Orders under the contract will be
individually negotiated. This synopsis is NOT a request for proposals.
NIMA anticipates that the solicitation will be released on or about 05
MAY 1998. At that time, a copy of the solicitation will be placed on
the NIMA Home Page at ww.nima.mil Offerors without access to the World
Wide Web, and wishing to receive a copy of the solicitation, should
send either a letter to the Contracting Office at 4600 Sangamore Road,
Bethesda, MD, 20816-5003 (ATTN: PCO-E St. D-5), or an e-mail to
pierceh@nima.mil. Additionally, The Government intends to hold a
Pre-Proposal Conference at the Defense Systems Management College
(DSMC), Howell Auditorium (Building 226), Fort Belvoir, VA, at 9:00
local time on 20 May 1998 to discuss the solicitation. NIMA has placed
a copy of the Draft Request for Proposals on its homepage which can be
accessed at www.nima.mil. All potential offerors are requested to
review the Draft Request for Proposals and provide written comments to
the Contracting Office by 3:00 p.m. Eastern Time on 1 May 1998.
