J -- REPAIR AND OVERHAUL 120-FT. USAF VESSEL SOL F0863798QX608 DUE 062998 POC A1C Dustin Lynch (850) 283-8616 or 1Lt. Kokocha (850) 283-8661 The scope of this project consists of contractor furnishing all facilities, labor and materials to perform depot level maintenance, repairs, and other work on vessel designated as USAF Missile Retriever Number USAF MR-120-8803. This is a 100% small business set aside. There will be a site visit for inspection of the vessel on 17JUN98 for bid purposes. Primary point of contact: A1C Dustin Lynch, Tel. (850) 283-8616 or 1Lt. Kokocha (850) 283-8661. USAF contractor boat crew will deliver to, pick up at contractors shipyard and perform all dock, engineering and sea trials. The vessel is valued at $2.8 million. The contractor shall certify that he carries ship repair/replacement liability insurance in [at least] that amount. All blue prints required by the contractor to support work and repairs will be provided by the Tyndall AFB contracting office on request. Maximum acceptable distance from Tyndall Air Force Base to contractor's shipyard is limited to 200 nautical miles. All work performed on the vessel will be in compliance with U.S. Coast Guard (USCG), American Bureau of Shipping (ABS), American Welding Society (AWS), and the Institute of Electrical and Electronics Engineers (IEEE) Standards as appropriate, and will be accomplished/performed at the highest of competency standards for the several maritime trades involved. All welders shall have current certificates of proficiency issued from the ABS, AWS, USCG or other equivalent approved institution. Welders shall also be certified for the type of material, method of welding and position of weld. A certified copy of each welder's current certifications and credentials shall be furnished to the Tyndall AFB contracting officer. The USAF 120 foot missile retriever characteristics are as follows: LENGTH: (MOLDED) -- -117'-4 ", BEAM: (Max) -- -24'-7 5/8", DISPLACEMENT: (Full Load) -- -123 Light Tons, DRAFT: (Maximum Aft) -- -6'-9", FUEL CAPACITY -- -4920 Gallons, POTABLE WATER CAPACITY -- -1300 Gallons, MISSILE WASHDOWN WATER CAP -- -1100 Gallons, MAIN ENGINES-Detroit Diesel 16V92MTA(4Ea.), GENERATOR ENGINES -- -Detroit Diesel 4-71(2Ea.), ELECTRICAL -- -Single Phase, 3-Wire 115/220 Volt, 60 HZ AC 12 & 24 Volt DC, ENGINE COOLING -- -Fresh water/Heat exchanger, PROPELLERS -- -4-Blade 48-Inch Pitch(4 Ea.), CONSTRUCTION -- -MODIFIED Vee HULL DESIGN, VERTICAL CLEARANCE: (Height of mast above waterline) -- -39'6". There will be approximately 13 line items requiring the following to be accomplished: dry docking and launching, hull cleaning (sandblasting, repairs and painting), hull mounted zincs, recondition propellers, propeller shaft inspection and repair; removal, inspection, repair and reinstallation of sea valves, sea chests, strainers and through hull fittings; clean, inspect, repair and paint gray water tank; clean, inspect, repair and paint the sewage holding tank; crop out and replace approximately 20 deteriorated and corroded aluminum through-bulkhead welded couplings and through-bulkhead piping sections; replace deteriorated overboard aluminum coupling/piping penetrators; clean, inspect, repair, paint and disinfect potable water tank; clean fuel tanks, overhaul fuel valves and relocate stripping pump pickup tube; operate the vessel and all equipment, systems and subsystems to certify all work, repairs, modifications, etc., contained in the statement of work was completed properly and the vessel is in a high state of repair, fit for extended operational service. Solicitations for this project will be issued on 28MAY98 with a closing date of 29JUN98. (0114)
