DUE 061598 POC CONTRACT SPECIALIST TOM HART 916/557-5208 (Site Code
DACA05) Database and Related Software Development and Design,
Hydrological Engineering Center (HEC), Davis. Under this contract the
Contractor will undertake specific tasks associated with the
engineering analysis, software design and prototyping, software coding
and testing, applications, and deployment for relational and other
database-related software associated with Corps Water Control Data
System (WCDS) and HEC software development projects. Task orders will
be issued defining the specific task to be undertaken and product to be
developed. For each task, the Contractor will work substantially
on-site as a member of one or more of the HEC software development
teams, working together with HEC staff and possibly other contractors.
This proposed contract is unrestricted. This procurement will be
conducted under SIC code: 7373. The size standard for this SIC code is:
$18,000,000.00. REQUEST FOR PROPOSAL. The acquisition method is
negotiated procurement. A technical and cost proposal will be required.
Evaluation by the Government will result in selection of firm that
represents the best value to the Government. NO CHARGE FOR SOLICITATION
PACKAGE: Solicitations for this project must be ordered by the CUT OFF
DATE, 8 May 1998, will not be honored. There is no charge for this
solicitation. Because a limited number of solicitations will be
reproduced, copies are limited to one set per firm. Plans and
specifications will be mailed out on or about 15 May 1998. Requests may

firms are requested to provide: company name; physical address,
mailing address, telephone number; facsimile number; and the
solicitation number of the project. Large businesses competing for this
project must comply with the FAR 52.219-9 clause regarding the
requirement for a subcontracting plan on the part of the work it
intends to subcontract. The recommended goals for subcontracting are
62.0% for small business, 10% for small disadvantaged business, and 5%
for small business/woman-owned. A firm that submits a plan with lesser
goals must submit written rationale to support goals submitted.
Estimated cost is between $500,000 per for year for five (5) years.
Base contract period and four (4) option years, with options exercised
