procurement is contemplated with Honeywell Technology Center, Honeywell
Inc, 12001 State Hwy 55, Plymouth, MN 55441. (See numbered Note 22).
Honeywell Technology Center is the only known qualified source to
perform this effort. The Air Force Research Laboratory Munitions
Directorate (AFRL/MN) requires the purchased of a Resistor Array
Projector Package in support of the Kinetic Kill Vehicle
Hardware-in-the-Loop Simulator (KHILS) Vacuum Cold Chamber (KVACC)
program. The Resistor Array Projector Package is a custom designed
assembly that is only available through Honeywell Technology Center.
Honeywell Technology Center has developed the resistor array technology
utilized in the fabrication of the Resistor Array Projector Package and
can provide the items requested in the most convenient and feasible
means possible. No other vendor has a suitable substitute. Any
interruption to the KVACC's capability upgrading schedule would be
detrimental to the KHILS facility as a whole. The Government intends to
solicit and negotiate with only one source under the authority of FAR
6.302-1. Firms having applicable background, interest and capability
may submit particulars, in accordance with Note 22, no later than 11
May 1998 to AFRL/MNK, Attn: Jean M. Pulley, 101 West Eglin Blvd. Suite
337, Eglin AFB FL 32542-6810. An Ombudsman has been established for
this acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to communicate his concern
during the proposal development phase of this acquisition. All
potential offerors should establish channels to voice concerns before
resorting to the use of the Ombudsman. When requested, the Ombudsman
will maintain strict confidentiality as to the source of the concern.
The Ombudsman does not participate in the evaluation of proposals or in
the selection decision. The Ombudsman should only be contacted with
issues or problems that have been previously brought to the attention
of the contracting officer and could not be satisfactorily resolved at
that level. Potential offerors are invited to contact AFRL/MN's
