NOTICE OF INTENT to award a sole source purchase order (under FAR Parts 12 and 13) to Evolution Inc, Raleigh, NC for upgrades to existing Standard Property Book System Redesign (SPBS-R) systems at Headquarters, US Army Intelligence & Security Command, Fort Belvoir, VA. The SPBS-R is a fully interactive menu driven automated property accounting system. It performs functions of property accounting required by AR 710-2, DA Pam 710-2-1 and other applicable regulations. The SPBS-R software standards are established by the functional proponent Office of the Deputy Chief of Staff of Logistics, HQDA and the USA Information Systems Software Development Center Lee (the agency that maintains the SPBS-R software). The all or none award is being made based on demonstrated past performance of an SPBS-R system, quality of past performance, ability to meet exact specifications, and cost. The SYSTEM requirement is for one main system with 3 remote stations; two stand-alone units, and includes training and installation. However, all quotations received within 15 days of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
