gbarfell@bangate.fda.gov. The Food and Drug Administration intends to
negotiate on a sole source basis with Johnson Controls, Inc.,
Alexandria, Virginia for a facilities management system. Currently, the
Muirkirk Road Campus in Laurel, Maryland has a Johnson Controls 85/40
system. For the new requirement, Johnson Controls will provide then
next generation upgrade of the existing system known as Metasys. By
migrating to a Metasys facilities management system, existing
components such as field processing units, field data point sensors and
proprietary software will not have to be replaced and there will not be
any disruptions during installation to ongoing animal research being
performed at the facility which is a Government requirement.
Additionally, the Metasys system has been installed in Module Two and
all fourteen animal buildings throughout the Muirkirk Road Campus. The
Operations and Maintenance (O&M) contractor responsible for the
operation/monitoring of Module Two is also responsible for the
operation and monitoring in Module One, therefore, the systems must be
consistent so they can be maintained by the O&M contractor. The
Metasys system has the ability to trend data points and provide reports
required for 1) the Quality Assurance group, 2) the FDA Animal Care
Program, and 3) for AAALAC accreditation. Interested concerns shall
submit a written statement to permit evaluation of capability to
provide the required system. Firms shall demonstrate the following: 1)
detailed knowledge of the existing facilities management system; 2)
detailed explanation of how the existing system (Johnson Controls
85/40) can be upgraded using the existing components; and 3) detailed
explanation of how the existing system can be upgraded without causing
disruption to the ongoing animal research at the facility. Failure to
submit documentation will result in the Government proceeding as
