433-8682 The Naval Surface Warfare Center (NSWC), Port Hueneme Division
(PHD), Dam Neck Detachment proposes to procure Engineering and
Technical Support of Tactical and Non-Tactical Computers, Displays,
Peripherals, Search Radars, Major Caliber Guns and Fire Control
Systems. The applicable Standard Industrial Classification Code is 8711
and the applicable Federal Supply Classification Code is R414. Services
will involve developing and improving maintenance procedures; improving
equipment performance; developing and maintaining logistics support;
developing and updating course materials and training aids; developing
and fabricationg prototypes and production alterations; preparing
and/or reviewing program plans and schedules; developing embedded
firmware and software and providing configuration management support
for Tactical and Non-Tactical Computers, Displays, Peripherals, Search
Radars, Major Caliber Guns and Fire Control Systems and the emulators
or their commercial off-the-shelf (COTS) replacements. Designand
installation of state-of-the-art electronic classrooms will be
supported by this requirement. The requirement will also involve test
software development/revisions; industrial test procedure
development/revisions; equipment/systems installation and checkout;
structured ship visits for training/inspections; circuit card repairs;
technical manual development/review; data base development and update;
maintaining configuration data and data tracking programs; equipment
refurbishment/upgrades planning; systems/equipment safety reviews;
technical manual review and equipment/systems logistics support. These
services may be ordered to support equipment/systems at shore
facilities, on U.S. Navy ships, submarines and aircraft, U.S. Coast
Guard ships and aircraft, U.S. Air Force equipment, U.S. Marine Corps
equipment, U.S. Army equipment and designated countries with Foreign
Military Sales agreements with the U.S. Award of a Indefinate Delivery,
Indefinate Quantity, Cost Plus Fixed Fee contract is anticipated.
Workwill be assigned by individual delivery orders. The period of
performance will be one year with four one year options. The estimated
labor hours for the base year and options are: 281,897 hours (base
year), 339,907 hours (option year one), 383,840 hours (option year
two), 474,995 hours (option year three), 501,185 hours (option year
four). Award will be made on the basis of "Greatest Value". The
Government intends to make a single award. A SECRET security clearance
is required. The anticipated release date for this solicitation is 15
