Keen, Contract Specialist, (760) 927-3180 (THIS IS PART ONE OF A 2-PART
SYNOPSIS) This is a procurement of commercial items-The Naval Air
Warfare Center Weapons Division, China Lake, CA intends to enter into
negotiations, on an other than full and open competition basis due to
compatibility requirements with existing systems to Computer Science
and Applications, Inc., 2 Clifford Drive, Shalimar, Florida, to procure
a Resistor Array Infrared Scene Projector (Drive Electronics Assembly).
The intended use is to operate both DSWA NODDS and Air Force WISP
resistor array elements. It will be able to download IR imagery and
drive resistor arrays so that accurate replication of the downloaded
imagery is observed with an IR camera focused on the resistor array.
The resistor array drive electronics will interface with a SGI Onyx II
Infinite Reality compute engine DDO2 interface and accept imagery from
the DDO2. It will deliver 16 bit data to all elements of a 512 resistor
array at frame rates up to 160 Hz. It will be capable of driving the
Air Force WISP array so that the documented 1000 to 1 dynamic range in
the 3-5 micron band (relative to a 280 degree Celcius Black Body) can
be demonstrated. Data demonstrating the drive electronics capability
to operate the WISP array at 1000 to 1 in the 3-5 micron band will be
required. It must be capable of addressing any single resistor or any
subset of all resistors in a 512 X 512 resistor array (NODDS or WISP
type) and deliver a user defined voltage to that resistor. It shall
provide a programmable real time nonuniformity correction (NUC)
capability that will modify gain and offset to the voltage applied to
each resistor in the array. The NUC will look at the command signal for
the DAC and apply the appropriate gain and offset to the addressed
resistor so that the intended IR signature is accurately replicated.
The drive electronics unit NUC capability will be able to support up to
a 32 point gain offset correction LUT for each resistor. The following
GFE will be delivered for the resistor array drive electronics unit:
1)Sun Host Processor, operating system for host, and storage
media;2)Motorola MVME 162 imbedded processor and associated Bit 3
processor interface;3)HP6031A resistor array power supply;4)VRTX real
time operating system for the Motorola MVME 162 imbedded processor. The
resistor array drive electronics unit will be delivered no later that
9/18/98. Responses to this intent to solicit other than Computer
Science and Applications, Inc. shall be submitted in writing to Naval
Air Warfare Center Weapons Division, Code 210000D, Attn: Margaret Keen,
China Lake, CA 93555-6100, no later than 15 days from the date of this
synopsis and shall address experience and capability to produce the
Resistor Array Infrared Scene Projector, which will meet the above
stated compatibility requirements with existing systems of the
Government and can meet the required delivery date of 18 Sep 1998.
