The National Defense University (NDU) intends to negotiate a contract on a sole source basis with International Research Associates (IRA), Inc. of Gaithersburg, MD for the maintenance and service of the automated Intrusion Detection Access Control system (IDAC) and the integrated Closed-Circuit Television system (CCTV). IRA, Inc. exclusively designed the IDAC for the NDU and has proprietary rights to the software, source codes and schematics of the security system; consequently, no other company has access to these items. A non-competitive negotiation with IRA, Inc. is proposed IAW FAR 6.302-1(b)(1) as the only responsible source. All responsible sources may submit documentation/proposals that shall be considered by the agency. Principle period of maintenance is 0800-1630 EST Mon-Fri, excluding federal holidays. Period of performance is 01 Oct 98 thru 30 Sep 99 plus four (4) one (1) year options. Solicitation will be released on or about 01 Jun 98. Only written requests will be honored.
