Z -- JOB ORDER CONTRACT (JOC) AT SENECA ARMY DEPOT, ROMULUS, NY POC John R. Phelps, Contract Specialist, 212-264-9003. Sources Sought Synopsis. This is a sources sought synopsis for proposed Job Order Contract (JOC) at Seneca Army Depot, Romulus, NY. Seneca Army Depot is slated for closure in 2001 under the Base Re-alignment Army Closure (BRAC) 95. The resulting contract will take care of Seneca's real property needs until closure and final disposal. The initial base period will be for 18 months with two one-year options. It will be an indefinite quantity type contract and will list a wide variety of individual construction tasks (approx. 25,000). Task orders will be issued as delivery orders and will consist of one or more of the individual construction tasks. The contractor will be required to furnish all labor, materials, and equipment necessary to manage and accomplish the jobs. The contractor is also required to maintain a management office on the installation in order to receive work requests and to provide other engineering management services related to accomplishing the individual tasks. Individual jobs will vary in size with a majority expected to be of small or medium size. The jobs will include tasks in a variety of trades such as carpentry, road repair, roofing, excavation, interior electricity, steam fitting, plumbing, sheet metal, painting, demolition, concrete, masonry and welding. The minimum contract amount for the base period is $150,000. The maximum amount for the base period is $3,000,000. The minimum amount for the two option years is $100,000 each with a maximum of $4,000,000. The Standard Industrial Classification (SIC) Code is 1542, size standard $17,000,000. Interested sources should provide a capability statement to the address below. This statement should include the following: 1) Name and address of the firm. 2) Size of the business including annual revenue for SIC Code 1542 and entire business, and total number of employees. 3) Ownership, i.e., large, small, small disadvantaged, 8(A) or woman owned. 4) Year firm established. 5) Names of two principles, including title and telephone numbers. 6)Previous experience: Please include information for on-going contracts or contracts completed within the last five years of similar cost magnitude and complexity under SIC 1542.Pertinent information required is as follows: A. Name of contracting activity. B. Contract number. C. Contract type (firm-fixed price, cost plus, indefinite quantity or combination). D. Period of performance and total contract value. E. Summary of contract work. F. Contracting Officer's name and current telephone number. G. Contracting Officer's Technical Representative or primary point of contact (name and current telephone number). List of major subcontractors (names and current telephone numbers of primary points of contact). Limit your response to 10 pages total, double spaced, 12 point font. Statement must be submitted by no later than 5:00PM, local time, May 4, 1998 to NYD, US Army Corps of Engineers, 28 Federal Plaza, Room 1843, ATTN: John Phelps, New York, NY 10278-0090. The synopsis is for planning purposes only. All information submitted is at respondent's expense. Respondents will not be notified of the results of the evaluation. The Government reserves the right to consider an 8(A) set-aside based upon the responses received. The Government anticipates issuance of a request for proposals on or about May 18, 1998.
