C -- DESIGN OF THE FIRE STATION AT MCALESTER ARMY AMMUNITION PLANT, OKLAHOMA SOL DACA56-98-R-0014 POC Technical Manager: Ms. Joanne Hensley, 918-669-7500; AE Contract Negotiator: Brad Hull, 918-669-7038 CONTRACT INFORMATION: A firm fixed price contract will be negotiated for Architect-Engineer Services to provide the design for the subject project. Required services consist of all work related to the preparation of plans, specifications, construction cost estimates, studies, and permit applications. Construction support services include shop drawing reviews, field consultation, design modifications, operation and maintenance manuals, and as-built drawing preparation may be awarded as an option. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for the Tulsa District are : (1) at least 65% of a contractor's intended subcontract amount be placed with small businesses, (2) 10% to small disadvantaged businesses (SDB) and (3) 5% to women! -- -owned small businesses (WOSB). Th e plan is not required with this submittal. The anticipated contract award date is July 1998. All responders are advised that this requirement may be cancelled or revised at any time during the solicitation, evaluation, selection, and negotiation, final award date may vary and final completion date may vary. 2. PROJECT INFORMATION: This project consists of a modified standard design fire station building. The 10,800 SF building will have provisions for a 24 hours/day, 365 days/year manned site, to include a kitchen facility, restrooms, 16 sleeping quarters, a radio communications area, automatic data processing capability, exercise area, general living room area, and four stalls 80 ft long to accomodate the fire trucks and other required vehicles, including storage areas for associated equipment. Supporting facilities include utilities, lighting, parking lot and site improvements. Estimated construction cost is between $1M and $5M. Metric scale is required on ! construction drawings. Selected A- E will be required to produce CADD drawings compatible with Micro station software (5.0 or higher) of Bentley Systems, access a Computerized Automated Review Management Systems (ARMS) via modem, and produce cost estimates using the Corps of Engineers Micro Computer Aided Cost Estimating Gold 3 (MCACES) software. The content of the submittals as well as level of completion required at various design stages are indicated in the Southwestern Division Architectural and Engineering Instructional M anual (SWD-AEIM), dated August 1996. Specifications (Divisions 1 thru 16) shall be prepared in accordance with the Tulsa District Corps of Engineers Specifications instructions. Directions provided in Chapter VII-SPECIFICATIONS of the SWD-AEIM shall not apply. Specifications shall be prepared using the SPECSINTACT automated specification system. The contractor shall provide at 100% design phase the electronic bid documents of the design. 3. SELECTION CRITERIA: See Note 24 for general selection process. The selection criteria in descending order of importance are: A. Past performance on DOD and other contracts with respect to cost control, quality of work, compliance with delivery schedules, history of working relationships with consultants, timely construction support, and overall cooperativeness and responsiveness B. Specialized Experience 1. Specialized recent experience and technical competence of the A-E firm and/or consultants, in the planning and design of facilities similar to fire stations that have large open bays and sleeping quarters 2. Experience in the planning and design of facilities to Army design criteria. 3. Designing within cost limitations. 4. Design Quality management procedures! -- -coordination between disciplines and subcontractors. 5. ! Knowledge of locality. Comparable experience of the firm and consultants on projects completed within the last five years will be given the greatest weight. C. Qualified registered professional personnel with experience in the following disciplines: project management, architecture, electrical, mechanical, fire protection, civil, structural, cost estimating, environmental, geotechnical, and surveying. Particular focus will be on the qualifications of the personnel with relevant experience on similar projects proposed to do the work. D. Sufficient capacity to complete the design by April 1999 with emphasis on the staff to be assigned to the project. E. Volume of DOD contract awards in the last 12 months as described in Note 24. F. Geographic locations and knowledge of probable site locality and conditions, materials and supplies availability and applicable regulatory requirements. 4. Submission Requirements: Responding firms must also provi! de the names and telephone numbers of clients as references in their three most recent facility designs. See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit one copy of SF 255 and one copy of SF 254 for the prime firm and all consultants, to the above address not later than the close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday, or Federal holiday, the deadline is the close of business of the next business day. Include the firm's ACASS number in SF 255, Block 3b. For ACASS information, call 503-326-3459. In SF 255, Block 10 please describe the firm's overall design quality management plan. A project-specific design quality control plan must be prepared and approved by the Government as a condition of contract award, but is not required with this submission.
