proposed study will provide the Minerals Management Service (MMS) with
a description and analysis of the Atmospheric Boundary Layer (ABL) and
how its structure determines the dispersion of air pollutants in the
Western and Central Gulf of Mexico. For this study, the ABL to be
examined covers the marine to coastal regions in the Western and
Central Gulf of Mexico, including the transition zone between these two
regions. The results of this study will be used by MMS to support
techniques for evaluating the effects from oil and gas exploration,
development, and production activities on the Outer Continental Shelf
(OCS) on air quality over coastal areas. The period of performance for
the resultant contract will be forty-eight (48) months (1998-2002),
with an estimated value of $497,000 to $521,000. PLEASE READ THIS

ISSUED. One of the sources of the data for this proposed study will be
a current and ongoing study entitled "Profilersand Data Collection for
the Boundary Layer Study in the Western and Central Gulf of Mexico."
Under the Profiler and Data Collection study, two meteorological
stations on the OCS will collect observations of the ABL for three
years (1998-2001) by using 915 MHZ radar profilers, 2 KHz Radio
Acoustical Sounding Systems (RASS), and surface meteorology units. The
profilers and RASS's will measure winds and virtual temperature
between the surface and several kilometers above the sea surface. The
surface meteorology units will measure standard meteorological
variables including sea surface temperature. The collected data will
also include data quality control, assurance, and archival, but will
not be checked for consistency with other concurrent observations in
the same geographic region or assimilated with concurrent observations
into one inventory. Additionally, the data collected under the
Profiler and Data Collection study will not be analyzed in depth. The
objectives of this new proposed study will be to analyze and synthesize
the data collected from the Profiler and Data Collection study. To meet
these objectives the contractor shall complete tasks in A) study
initiation/planning, B) data collection, C) analysis of boundary
structure, D) dispersion analysis, and E) synthesis reports & data set.
Deliverables will include a study plan, meetings, public presentations,
monthly status letters, a final data set, interim, and final reports.
HOW TO RESPOND: In order to compete for this contract, interested
parties MUST demonstrate that they are clearly capable of performing
the desired study by providing, NO LATER THAN FOUR O'CLOCK EASTERN TIME
ON May 8, 1998, an original and four (4) copies of a Capability
Statement detailing: (1) your key personnel (those who would have
primary responsibility for performing and/or managing the study) with
their qualifications and specific experience; (2) your organizational
experience and facilities; and (3) specific references (including
contract number & project description, period of performance, dollar
amount, client identification with the point of contact & telephone
number) for previous work of this nature that your key personnel or
organization has performed within the last three years (references will
be checked). If you believe the Government will find derogatory
information as a result of checking your past performance record,
please provide an explanation and any remedial action taken by your
company to address the problem. Following review of all Capability
Statements, we will establish a list of those deemed most qualified to
perform the work. Offerors will then be contacted and told their
evaluation. We will provide additional proposal instructions at that
time. Your Capability Statement will be evaluated based on your key
persons' skills, abilities and experience (particularly relevant is
their expertise in the fields of scientific computation, atmospheric,
and information sciences); your organization's experience and past
performance (including number, size, andcomplexity of similar projects,
adherence to schedules and budgets, effectiveness of program
management, willingness to cooperate when difficulties arise, general
compliance with the terms of the contracts, and acceptability of
