Pileggi 301-619-4070 This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) sub part 12.6., as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation WILL NOT be issued. No other documents will be issued. Solicitation number VA-797-98-F2Q-0013 is issued as a Request for Quotation. The Government intends to solicit and negotiate with only one source (Dyna Touch Corporation) under authority of FAR 6.302-1. Interested persons may identify their interest and capability by responding to the requirement or submit proposals. The solicitation document and incorporated provisions and clauses are those in effect through FAC 90-46. The SIC code is 7373 and the small business size standard is $18.0 million. The contractor shall provide the following: 2 each TIPS Multi-Media Kiosks, Standard Model, #T2000S, includes: 19" touchscreen monitor, system, processor, kiosk printer, UPS, sound card, speakers, network card; Model 102D cabinet enclosure with custom finish; TIPS2000 touchscreen display software; up to 50 custom HTML displays; Image files and sound clips for up to 50 customer-provided photographs; packing and shipping (CONUS); on-site installation and training (CONUS); hardware maintenance for one year (on-site); software maintenance for one year; display updates for one year; 2 each TIPS Hospital Directory with up to 200 wayfinding displays, item #TIPS-HSP2; 2 each TIPS Touch-Response Survey Capability, item #TIPS-SRV; 2 each TIPS Base Directory with up to 50 wayfinding displays, item #TIPS-BD1. Place of delivery is to Sheppard Air Force Base, TX. Delivery, which shall be FOB Destination, shall occur 120 calendar days after award of the purchase order. Offerors responding to this announcement shall provide the information contained in FAR clause 52.212-1, Instructions to Offeror -- Commercial Items and shall include a completed copy of provision 52.212-3, Offeror Representations and Certification -- Commercial Items. An authorized representative of the offeror must sign these representations and certifications. The Offeror shall also provide its Commercial and Government Entity (CAGE) code, Contractor Establishment Code (DUNS number) and Tax Identification number. Clause 52.212-2, Evaluation -- Commerical Items, applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will be most advantageous to the Government, price and other factors considered. (1) Technical capability, (2) past performance, and (3) price. Technical and past performance when combined are significantly more important than price. Offerors shall provide technical information, descriptive literature, and a minimum of three past performance references, preferably government references. The resulting firm fixed price award will incorporate therequirements of the clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items.
