Alter Commissary, Fort Hood #1, Solicitation No F41689-98-B0005. The project provides for the upgrade, realignment, repair, and expansion of all interior spaces to reflect current DeCA standards. It will increase the sales area and display case lineal footage throughout. The entire sales floor will be reset to provide a more efficient flow of patrons and products. Upgrade the store decor, including ceilings, lights, walls, and floors is also included. All mechanical, refrigeration, electrical, heating, ventilation, and air conditioning systems will be upgraded or replaced consistent with current HCFC-22 and energy conservation policies. Asbestos, PCB, and lead based paint will be abated as required. The magnitude of work is estimated between $5,000,000 and $10,000,000. The soliciatation will use the guidelines of the Two Step Sealed Bidding, FAR 14.5. All responsible and interested parties will be required to provide a technical proposal in Step One of this process. The technical proposals will be usedto determine which contractors are technically acceptable to proceed to Step Two, which will be providing a sealed bid based on Government drawings and the following criteria: Experience and Past Performance, Construction Management Ability and Qualifications of Key Personnel. Each of the criteria has equal value. Award will be made to the responsible technically acceptable contractor which provides the lowest bid.
