includes the demolition of 141 housing units, replacement of 109
housing units, the new construction of 88 housing units, phased
revitalization of 2491 housing units, and maintenance, management and
operation of the resulting total housing at Fort Stewart, GA. The
project also includes the new construction of 45 housing units, phased
revitalization of 488 housing units, and maintenance, management and
operations of the resulting total housing at Hunter AAF, GA. The
requirement results from the implementation of the Military Family
Housing privatization initiative. The resultant proposed contract will
reflect an alliance between government and private industry and use
combinations of many alternatives to traditional acquisition methods.
Some alternatives include various guarantees, commitments and tools as
investments by the Government with a privately financed business. The
Contractor will provide, operate, and maintain the military family
housing units for a period of 50 years, with a renewable option for 25
additional years. The Government will lease land for new and existing
units and convey title to the existing structures. The Government will
also make available loan guarantees or direct loans, utility tap
points, mandatory rent allotments for Basic Allowance for Housing (BAH)
and provide a military housing referral and priority list for
occupancy. In turn, the successful offeror will provide a new housing
community, the construction of the new units, renovation of a portion
of the existing units, management and maintenance of all housing units,
grounds maintenance of unoccupied and public areas associated with the
housing community, construction and maintenance of new roads and
infrastructure, reinvestments in ancillary features and community
improvements, such as green areas, parks, picnic areas, community
centers, etc. The request for proposal document will be available on or
about 1 Sep 98. Current information will be placed on the Savannah
District Contracting Division Homepage (address above). Interested
firms can place their name on the solicitation mailing list through the
homepage or by faxed request (number above), to include company name,
point of contact, mailing address, phone number, fax number and e-mail
address, if available. The solicitation will be available for
downloading from the homepage on the issue date. Proposals will be due
on or about 1 Jan 99. The request for proposal package will be
provided, upon request, in the form of CD ROM. Instructions for
conversion to hardcopy or print services will be included. An industry
forum that provides a briefing, question/answer session, legislative
overview, and tours of the site will be held 4 May 98 beginning at 8:30
a.m. at the Maine Club, Building 405, Hero Road, Fort Stewart, Georgia,
telephone (912) 368-2293. Advanced reservations are requested but not
required. Reservations can be made by providing contractor name,
address, phone number, fax number, e-mail address, and number of
attendees to the POC above. Any specific questions/issues to be
addressed during the industry forum should be provided to the same
