Space and Missile Defense Command (USASMDC), in accordance with the
objectives of the Army Space Support Teams (ARSST) or the Army Space
Exploitation Demonstration Program (ASEDP), is seeking innovative space
related capabilities and approaches to enable information integration
with rapidly deployable, early entry operations, force projection,
and/or sanctuary support needs. Proposed capabilities will primarily be
considered for demonstration in a field (tactical) environment; however
laboratory type environments will be considered. Offerors shall clearly
state which environment (tactical or lab) the capability is proposed
for and should (in the case of tactical environments) propose potential
experiments, exercises or demonstrations which would provide the
maximum visualization/utility of the capability proposed. Evaluation of
submissions under this BAA will be a two phased approach. The
Government will first evaluate Concept Papers (three pages of a
prescribed format) to preclude unwarranted effort on the part of an
offeror whose proposed study, technology, capability or product is not
of interest to the Government. Those Concept Papers found to be
consistent with the intent of this BAA and of interest to the
Government will be invited to submit a response to a RFP to include a
Technical and Cost Proposal (Phase Two). Such invitation does not
assure that the submitting organization will be awarded a contract.
This announcement will be open continuously through 30 June 1998.
Concept Papers may be submitted at any time during this period.

(http://www.armyspace.com). Prospective offerors are encouraged to
visit the Army Space Command home page to obtain additional information
about the command, ARSST system configurations and capabilities, and
the Army Space Exploitation Demonstration Program. SPECIFIC AREAS OF
INTEREST: This BAA solicits innovative space capabilities and
approaches to enable information integration with rapidly deployable,
early entry operations, force projection, and/or sanctuary support in
the following Specific Areas of Interest. Capabilities proposed must be
Global Command and Control Systems (GCCS) compliant and must operate in
the warfighter operational environment. (1) Space Enhancement to
Command and Control (C2). There is interest in information integration
using space based capabilities that will support Space Common
Operating Picture Enhancements (SCOPE) and On The Move (OTM) C2
functions with mobile and remote connectivity that provides
smart/on-demand access of warrior push/pull data/imagery. (2)
Intelligence. There is interest in automated, timely and accurate TOTAL
imagery products that support Battle Damage Assessment (BDA) data
integration and dissemination with real time and predicted enemy
Electronic Intelligence (ELINT) updates through a warrior smart
push/pull mechanism. (3) Battlefield Visualization. There is interest
in space based products and capabilities which enhance the Commander's
ability to visualize battle-space to facilitate IPB and COA
development with ability to conduct virtual, multi-dimensional mission
rehearsals. EVALUATION AND AWARD: A single evaluation will be
conducted including all concept papers received on or before June 30,
1998. The cost of preparing proposals in response to this announcement
is not an allowable direct charge to any resulting contract or any
other contract, but may be an allowable expense to the normal bid and
proposal indirect cost in accordance with FAR 31.205-18. There is no
cap to the cost/price of capabilities proposed. However, capabilities
in the $750,000.00 range or less areconsidered optimum. Cost sharing
arrangements, phased approaches, and other fiscally conservative
arrangements are strongly encouraged. Offerors may submit Concept
Papers in any or all of the Specific Areas of Interest. BASIS FOR
AWARD: The following evaluation criteria will be considered in the
evaluation of Proposals. Offerors will be selected based upon the
technical merit, technology advancement/warfighting capability,
application to USASMDC's and ARSST's programs, balanced accomplishment
of missions, and availability and source of funds. Not all highly
rated proposals will result in a contract award. The Government may
elect not to award a contract for every highly rated proposal for each
Topical Area/Specific Interest Area, may award multiple contracts in
a given Topical Area/Specific Interest Area, and may not award a
contract at all in a given Topical Area/Specific Interest Area.
EVALUATION CRITERIA: Technical/Management Area: Technical Merit Factor:
The offer will be evaluated on the relevance to the Specific Interest
Areas listed herein; the overall technical feasibility of demonstrating
the technology/capability/product proposed; feasibility of conducting
demonstrations (i.e., is the demonstration feasible given the proposed
demonstration environment, can USASMDC influence or control
demonstration participants); connection/use of space systems; quality
and feasibility of the proposal provided; and, quality and
appropriateness of the personnel/facilities proposed. Technology
Advancement/Warfighting Capability Factor: The offer will be evaluated
on its potential to increase combat effectiveness of the Army and
potential for exploiting a space related capability not likely to be
executed elsewhere in the Army. Other considerations would include the
ability and flexibility of the proposed capability to be improved,
advanced, or modified without being replaced. Cost Area: Cost Benefit
Factor: The proposals will be evaluated to determine overall benefit to
the Government. Considerations include industry contribution and fiscal
feasibility. Fiscal feasibility includes the ability to accomplish
project within Government fiscal constraints, and includes the cost of
other Government contractors to assist in the execution of proposed
effort, and use of Government Furnished
Equipment/Information/Facilities, etc. The proposals will be evaluated
to determine the extent to which the overall cost to the government is
reasonable. Cost Realism Factor: The proposals will be evaluated for
cost realism to assess the likelihood that the technical and management
approaches can be accomplished at the cost/price proposed. RELATIVE
IMPORTANCE OF EVALUATION CRITERIA: The areas, and factors within each
area, listed above, are equal in importance. OTHER INFORMATION:
Non-Government Technical Sources (contractor personnel who provide
special expertise) may be used to support this process and the
evaluation of Concept Papers and Proposals. These contractors are
restricted by the "Organizational Conflict of Interest" provisions of
their respective contracts and will be required to submit Nondisclosure
Statements. The Government intends to use ARINC, Inc., Information
Technology and Applications Corporation (ITAC), System Technology
Associates, Inc. (STA), TASC, Inc., Coleman Research Corp., and General
Dynamics Corp., to support the evaluation of the Concept Papers and
Proposals. By submission of your Concept Paper/Proposal, you agree that
your proposal information may be disclosed to these selected
contractors for the limited purpose stated above. Any information
submitted with your proposal that you do not consent to limited release
to those contractors must be clearly marked and submitted segregated
from other proposal material. Cost-Plus-Fixed-Fee and Firm Fixed Price
contracts are contemplated to execute any agreement negotiated. A
hybrid of the two contract types is also likely. It is likely the
Government will request pricing/cost for the contemplated
demonstration/exercise (to include all that is required to support the
conduct of the demonstration/exercise to include labor, equipment,
travel, etc.), and will likely request separate pricing/cost for
purchase of the equipment/capability proposed as an option. The
presentation of Specific Areas of Interest in this announcement does
not imply an intent by the Government to fund proposals in every area.
The Government reserves the right to select for award all, some or
none of the proposals received. This BAA will not fund established
technology base programs, or programs currently being executed by any
other organization, or objective programs, but seeks innovative
capabilities and approaches to addressing the identified needs that may
be satisfied by space-based technologies/capabilities. All responsible
sources capable of satisfying the Government's needs may submit a
