Jones, Contract Specialist, HAM40-G, (202) 366-4255 The Federal Highway Administration plans to negotiate, on a Sole-Source basis, with the Constructed Facilities Center of the West Virginia University to develop a complete draft version of the American Association of State Highway & Transportation Officials (AASHTO) design specifications for concrete bridge deck slabs reinforced with fiber reinforced polymer (FRP) composite reinforcing bars, including Glass FRP rebars. The specifications shall be based on previous specifications developed for American Concrete Institute building codes. Because of the Constructed Facilities Center of West Virginia University extensive experience in all areas and phases of development and deployment of FRP rebars, no other source is considered reasonably available.
