Stiles, mark.stiles@msfc.nasa.gov. NASA/MSFC plans to issue a Request
for Offer (RFO) that will solicit proposals for studies of potential
space transportation roadmap options that would significantly reduce
NASA s annual launch costs by 2010 and meet the civil launch
requirements through the year 2020. Proposals should focus on efforts
required to develop detailed space transportation roadmap options that
consider all existing systems as well as new innovative systems. An
in-depth knowledge of the current systems and a demonstrated expertise
in space systems development and launch operations is mandatory. The
development of potential roadmaps should seek to minimize life-cycle
cost (LCC) as compared to today s costs. NASA will develop a common
baseline including civil launch requirements for comparison with all
proposed options. It is NASA s intent for industry to develop roadmap
options with system design details and all appropriate supporting
information that will allow the Agency to proceed with decisions
regarding investments in space transportation systems. A period of
performance of sixteen months, basic contract plus option(s), is
anticipated. The anticipated release date of the RFO is on or about May
4, 1998, with an anticipated offer due date of on or about June 3,
1998. The Government does not intend to acquire a commercial item using
FAR Part 12. See Note 26. All qualified responsible sources may submit
an offer which shall be considered by the agency. An ombudsman has
been appointed -- See Internet Note "B". The solicitation and any
documents related to this procurement will be available over the
Internet. These documents will be in Microsoft Office Suite (Word 6.0,
Excel 5.0, PowerPoint 4.0) format and will reside on a World Wide Web
(WWW) server, which may be accessed using a WWW browser application.

offerors shall notify this office of their intent to submit an offer.
