Procurement and Property Management, 503/808-2581 This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation, No. R6-98-926, is
issued as a Request for Proposals. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-04. This requirement is 100% small business
set-aside. The standard industrial classification is 7353. Small
Business Size Standard of $5.0 million, average annual receipts for the
preceding 3 fiscal years. This requirement will result in a Indefinite
Delivery/Indefinite Quantity type contract, with a $500 guarantee on
each contract. Multiple awards may be made, for one year with one
option renewal period. A PRE-PROPOSAL MEETING IS SCHEDULED ON APRIL 23,
1998, AT 2:00 P.M., AT THE MT. HOOD NATIONAL FOREST, 16400 CHAMPION
WAY, SANDY, OREGON, CLACKAMAS LAKE MEETING ROOM. Equipment with
operator to be utilized in support of work on the Mt. Hood National
Forest. All projects will be located within the boundaries of the
Barlow Ranger District, Clackamas River Ranger District, Hood River
Ranger District and Zig Zag Ranger District. Work may include such
items as road scarification, pull back of fill slopes, removal of
existing culverts, spread of woody debris, recontour slopes, aggregate
removal, haul boulders, woody debris, dirt, aggregate, brushing,
cleaning ditches, placing aggregate, hauling logs, stream work
including boulders and logs. The Contractor shall be responsible for
providing all necessary MUTCD signing. The Contractor shall be
responsible for operating the equipment in a manner that is safe and
within the capabilities of the equipment specified. Contractor's use of
all Forest Service roads shall be in compliance with the Mt. Hood
National Forest Commercial Road Rules dated January, 1992,available
upon request. Should repairs be needed on equipment, such repairs shall
be accomplished within two (2) calendar days or the equipment shall be
replaced within 24 hours with a comparable piece of equipment at no
additional cost to the Government. The Contractor shall not store more
than 500 gallons of oil or oil products on site. The Contractor shall
insure that all fuel trucks carry an adequate number of spill kits.
The Contractor shall provide adequate two-way communication facilities
to report an accidental spill. The accident report shall be made
within 20 minutes of detection to the District Hazmat Coordinator and
Contracting Officer's Representative (COR). As specific projects arise,
task orders will be negotiated (at rates specified within the contract)
and task orders issued. Task orders may include services where
measurement/payment are based on actual hours of work, or services that
have a firm, fixed price for a specific project. For each item
following, offerors should provide unit and total prices. For all
equipment, also provide a complete description (make, model, year,
serial number, accessories and current value). Quantities shown are
estimates for FY 1998 and ARE NOT GUARANTEED. Unit prices quoted for
equipment should include all operating supplies. Mobilization and
Demobilization costs will be negotiated with each individual task
order. ITEM NO. 1: Excavator, Caterpillar 312 or equivalent, with
minimum bucket capacity of one (1) cubic yard; digging teeth and
hydraulic thumb; crawler-mounted with track width of 24-inch minimum
and street pads; turbo charge diesel engine with minimum power
(flywheel) of 145 h.p.; minimum backhoe reach of 30 feet (horizontal)
with operator -- estimated 4000 hours; ITEM NO. 2: Excavator, 1/3 cubic
yard, with operator -- estimated 100 hours; ITEM NO. 3: Dozer, with
turbo charge diesel engine with a minimum power (flywheel) of 130 h.p.;
hydraulic 4-way blade and hydraulic winch; hydraulic power shift or
equivalent design transmission, with operator—estimated 300
hours; ITEM NO. 4: Dump truck, diesel, with capability of hauling ten
(10) cubic yards of material, spreading, placing, or stockpiling
aggregate, borrow, ditch or slide material, bituminous hot mix and
large boulders, with operator -- estimated 800 hours; ITEM NO. 5: Dump
truck, diesel, with capability of hauling twenty (20) cubic yards of
material, including large boulders, with operator -- estimated 300
hours; ITEM NO. 6: 1.25 cubic yard rubber tired backhoe with front end
loader, four wheel drive, with operator -- estimated 300 hours; ITEM
NO. 7: Track loader with operator -- estimated 100 hours; ITEM NO. 8:
Road grader, 14G or equivalent, with operator -- estimated 400 hours;
ITEM NO. 9: Crawler tractor, 62 -- 100 FHP, with minimum of 3 ripper
teeth, 24" in length, and hydraulically- controlled straight or angle
blade having a minimum lift above ground (blade straight) of 25", with
operator -- estimated 100 hours; ITEM NO. 10: Backhoe, Case 580-C or
equivalent, with a 4 in 1 loader bucket, minimum 18" -- 24" wide
backhoe bucket, with operator -- estimated 600 hours; ITEM NO. 11:
Dozer, Cat D7 or equivalent with blade, with operator -- estimated 100
hours; ITEM NO. 12: Dozer, Cat D6 or equivalent with blade, with
operator -- estimated 100 hours; ITEM NO. 13: Dozer, Cat D4 or
equivalent with blade, with operator -- estimated 100 hours; ITEM NO.
14: Front end loader, minimum capacity 3.25 cubic yards, with operator
-- estimated 200 hours; ITEM NO. 15: Watertruck, 2000 gallon, with
operator -- estimated 400 hours; ITEM NO. 16: Brusher, with operator --
estimated 400 hours; ITEM NO. 17: Self-loading log truck, with operator
-- estimated 100 hours; ITEM NO. 18: Rubber tired skidder, with
operator -- estimated 100 hours; ITEM NO. 19: Vibrating smooth drum
roller, 12 ton, with operator -- estimated 400 hours. If you do not
provide prices for all of the above equipment, you still may be
considered for award. Offerors should indicate if they will be willing
to accept task orders for all four units (Barlow, Clackamas, Hood
River, Zig Zag), or limit work to one, two or three units. Option year
pricing: Should the Government renew the option for the second year,
unit prices will be renegotiated prior to renewal. Work will be
performed as specified within each task order. Measurement will be for
the actual quantity of machine hours, to the nearest half hour that
the equipment is in actual operation in performance of authorized
Government work. Non-productive time such as, but not limited to, lack
of operating supplies or qualified operator, servicing time lost by
reason of breakdown or being stuck, shall not constitute "actual"
operation. Work is to be performed Monday through Friday between the
hours of 6:00 a.m. and 6:00 p.m., unless otherwise mutually agreed.
Work over 40 hours in a week, may be required. No work will be allowed
on Federal Holidays, unless otherwise mutually agreed. The Government
will award contract(s) to the responsible offeror(s) whose offer
conforming to the solicitation is most advantageous to the Government
-- price and other factors considered. The following factors will be
used to evaluate quotations: (1) Past Performance (quality, customer
satisfaction, cost control, business relations, timeliness of
performance) and (2) price. Price is of less importance than past
performance evaluation, however, the importance of price may become
greater as the difference between past performance proposals decrease.
Where past performance is determined to be substantially equal, cost
may control award. Award(s) may not be made to the lowest price.
Offerors should provide a listing of major contracts completed in the
last 3 years for similar work (include project name/identification,
contract name and telephone number). Should multiple awards be made,
task order selection of a Contractor from the contract pool will be
based on: equipment needed, availability, location and ability to
respond within the time frame required and price. Normal response time
after a task order has been received by the Contractor is 24 hours.
