The Minerals Management Service (MMS) intends to issue a sole-source award to Science Applications International Corporation (SAIC), Maritime Services Division, 3990 Old Town Avenue, San Diego, CA, to enhance existing software specifically developed by that company for use by the MMS Bowhead Whale Aerial Survey Project (BWASP). Software used and tested by SAIC for data collection, data storage, data verification, and data analysis will be enhanced and efficiently integrated for use by BWASP in monitoring the fall migrations of bowhead whales. Analytical software will be updated and enhanced for monitoring the water depths used by whales, the distance from shore of the axis of fall migrations, the potential for shifts in whale distribution in the vicinity of oil and gas operations, the relationships between whales and environmental conditions, along with a corresponding power analysis of each applicable statistical test. Award will be made under Simplified Acquisition Procedures, FAR Part 13. Authority for sole source procurement is FAR 6.302-1. This is a synopsis of intent to award and no solicitation will be issued.
