synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are be
requested and a written solicitation will not be issued. Solicitation
SESD-98-017 is being issued as an RFQ (Request for Quotation). This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-02. This requirement
is 100 percent set-aside for Small Business Concerns. The applicable
SIC is 3826, and the size standard for this requirement is 50
employees. Requirements: Insitu Water Quality Monitoring Instruments
capable of measuring the following parameters in a single self
contained instrument: D.O., Conductivity, standard pH, ORP, turbidity,
and depth. In addition the instrument must have a small unobstrusive
stirring mechanism. The display unit must be small, portable and
waterproof and be capabel of calibrating each of the parameters on the
probes. The display unit must also display barometric pressure. The
instruments and display must be capable of being powered by a variety
of sources including internal battery packs, cigarette lighter, AC, or
a 12 volt external battery. The system must have a single Multiplexor
capable of taking simultaneous input from at least 6 miniature sonde
units and send the signals through a single serial port to a notebook
computer so tha thte supplied graphic software will allow integration
and graphing of insitu data from each individual unit. Multiplexor must
be heavy duty and field ready, with marine quick disconnect fittings
and be waterproof and shock resistant or be place in an enclosure that
is waterproof and shcok resistant. Item No. 01: Insitu Miniature Water
Quality Monitoring Instrument: quantity 8 each as follows: No greater
than 1.75 inches in diameter in order to work with the S.O.D. chambers;
internal data logging capabilities, with both automatic and manual
loging capabilities; able to operate on no more than 4AA cell internal
batteries as well as any of the above mentioned power sources; capable
of operating in depths of up to 200 meters; capable of accommodating
expansion ports for future probe updates or for adding or changing
parameters; and capable of accommodating all specified parameters
including turbidity and a freshflow miniature sample circulator with in
the 1.75 inch diameter. Item No. 02: Insitu Water Quality Monitoring
Instruments: Quanity 6 each as follows: No reater than 4.00 inches in
diameter; ;internal data logging capabilities, with both automatic and
manual loging capabilities; able to operate on C cell internal battery
packs as well as nay of the above mentioned power sources; capable of
accommodating expansion ports for future probe updates or for adding or
changing parameters; faail-safe logging features with autolog and an
audio logging indicator to ensure data collection even in the event
that an error is made in the setup routine; a low cost field
rebuildable referenc electrode that can be replaced in less than five
minutes; durabel marine underwater connector constructed of aluminum
and neoprene, and rated to 20,000psi and 450,000 fluxural cycles. Item
No. 03: Displand and Calibration Unit: quantity 1 each as follows:
compatible with exisitng Hydrolab sonde units; must have a NEMA 6 rated
housing with non-slip outer coating to withstand the abuses of field
work; able to incorporate a barometric pressure sensor convering a
range of 500-850 mmHg.; a large easy to read screen in low light
situations with real-time graphics capability and backlighting. Item N.
04: Multiplexor; quantity 1 each as follows: Capable of taking
simultaneous input from at least 6 miniature sonde units and send the
signals through a single serial port to a notebook computer so that the
supplied graphic software will allow integration and graphing of insitu
data from each individual unit. Multiplexor must beheavy duty and field
ready, with marine quick disconnect fitting and be waterproof and shock
resistant or be place in an enclosure that is waterproof and shock
resistant. All units must be very rugged and reliable, and be capable
of each field calibrations and interim checks. They must have heavy
duty amrine connections and be able to withstand difficult and
demanding field conditions on an extended and repeated basis. All units
shall be suppleid with all standard accessories such as stirrer,
standard pH, turbidity depth, memor/battery expansion ports, cabling,
power adapters, et. Delivery shall be FOB destination within 30
calendar days after contract award to the U.S. Environmental Protection
Agency, 980 College Station Road, Athens, GA 30605. Offerors shall
supply with their offer up to 5 units which the Government will test
for mimimum of two weeks before making contract award. The following
Federal Acquisition Regulation clauses are applicable to this
requirement: 52.212-1, Insturction to Offerors—Commercial Items;
52.212-2, Evaluation -- Commercial Items, The Government will award a
contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. The following
factors shall be used to evaluate offers. They are randked in order of
importance: 1) Ability to maintain calibration after long periods of
field use; 2) Connectivity to existing Hydrolab equipment; 3) Technical
ability of the item offered to meet the Government requirements; 4)
Price, and 5) Past Performance. Technicla and past performance when
combined are 50 percent more important thatn price; 52.212-3 Offeror
Representations and Certifications -- Commercial Items must be included
with offer; 52.212-4, Contract terms and Conditions -- Commercial
Items; 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items. Offers must be
