LACKLAND AFB, TX -- - Contractor is responsible for providing an
addition to the existing Auto Hobby Shop, which includes a new
pre-engineered metal building, concrete slab, roof systems, site
improvements, new pavement, utilities, and communications support.
Included in the new addition will be an office area, toilets with
showers and lockers, welding room, shop space for ten (10) vehicles,
vehicle lifts, storage areas, and containment areas for waste
fluids/recyclable fluids. Bid Option 1 requires the contractor to
construct communications duct. Estimated Value: Between $500,000 and
$1,000,000. The specifications have been placed on Compact Disk
(CD-ROM) and will be provided free of charge. Specifications will not
be provided in a printed paper hard copy format. Notification of
amendments shall be made through either 3.5" floppy diskette, CD-ROM,
and/or the internet. The Government intends to issue this solicitation
through the use of CD-ROM and the internet. However, the Government
reserves the right to use only the internet as notification of any
changes to this solicitation. It is therefore the contractors
responsibility to check the following address daily for any posted
changes to this solicitation. Contractors may view and/or download this
solicitation and all amendments from the internet at the following
internet address "http://www.ebs.swf.usace.army.mil". This is an
UNRESTRICTED solicitation. Offers from all qualified business concerns
are solicited. If a large business firm intends to submit a bid, it
must comply with FAR 52.219-9 clause regarding the requirement for a
subcontracting plan. The Ft Worth District goals are as follows
(expressed as a percentage of the contractor's total planned
subcontract amount): Small Business-61.2%; Small Disadvantaged
business-9.1%; Woman-Owned Small Business-4.5%; Historically Black
Colleges & Universities/Minority Institutions (where applicable)-9.4%.
