R -- POLICY REVIEW/DEVELOPMENT SERVICES SOL 9-4194 DUE 042498 POC Sandra Souders, Lawrence Frazier (301)713-0854 R -- The U.S. Dept. of Commerce/NOAA/NMFS intends to negotiate on a sole source basis with Eagle Ventures, Silver Spring, MD to provide analysis of agency infrastructure and design communications program architecture necessary to implement a successful national outreach program and design time critical products and programs related to NMFS, Office of Management and Information, Planning and Development Division constituent outreach goals. The contractor shall perform the following tasks: 1) Analyze current regional and national outreach goals and planned efforts and design a comprehensive, coordinated action plan, tracking and evaluation system; 2) Draft, edit, and/or revise the national strategic communications planning document in coordination with the National Outreach Advisory Board and prepare the final approved version; 3) Provide expert advise on infrastructure and communications strategies needed to implement the national communications plan; 4) Provide expert advise to OM2 and the regions on constituent interface methods; 5) Analyze opportunities for national and regional partnerships and recommend appropriate vehicles; 6) Recommend strategies for consensus building between diverse constituencies; 7)Recommend products, strategies and design criteria which will inform and educate a broader constituency regarding the agency mission of stewardship; 8) Develop strategies and products for internal audiences to level set the organization regarding changes in doing business. Period of Performance: Date of Award thru April 30, 1999.
