beth_peterman@nrel.gov. The Federal Energy Management Program (FEMP) of
the U.S. Department of Energy's Office of Energy Efficiency and
Renewable Energy is a customer focused organization providing services
to other Federal agencies. FEMP has as its mission to take the lead
with other federal agencies to promote a more efficient and less costly
government by pursuing reductions in the consumption of energy in its
federal facilities. The lighting, heating, air conditioning and
operating of U.S. government facilities creates a multi-billion dollar
utility bill. The federal government is required to reduce its gross
BTU/SF energy consumption in buildings by 30% in the year 2005 from
1985 energy use levels (EPACT 1992 and Executive Order 12902). To meet
these goals, FEMP is working to help agencies reduce their energy
usage through its Super Energy Saving Performance Contracts (SUPER
ESPCs), as well as through other alternative financing strategies. FEMP
also assists agencies maximize the efficiency of new construction,
renovation and operation and maintenance, funded through federal
appropriations. FEMP succeeds at its mission when agencies have the
skills, the means, and the initiative to undertake projects to use
energy and water more efficiently as well as utilize renewable energy.
FEMP has developed a network of services, in order to help federal
energy managers identify and implement energy conservation measures at
their facilities. The FEMP Services Network (FSN) is made up of DOE
and National Laboratory personnel. The FSN will work with federal
energy managers to identify what help they may need, if any, to proceed
through the Super ESPC process or to identify alternative ways to
implement energy savings. This procurement is to acquire the Technical
& Advisory Assistance (TA&A) contractor services described below, to
support the FSN in providing the technical support necessary for
successful operation of the FSN in its mission to assist Government
agencies in implementing energy savings measures in federal facilities.
The services described in the tasks described in Section C of the
solicitation Statement of Work will be ordered from the contractor by
the Government at its discretion, as determined necessary to support
the operation of the FSN. FSN Federal and laboratory personnel may also
perform the same or similar tasks, until determined more appropriate by
the FSN management and the Contracting Officer to order them from the
TA&A contractor. The TA&A services to be provided in response to the
specific task orders issued against the contract resulting from this
solicitation will range from providing general energy management advice
to providing technical advice on detailed designs, assistance with
management, and advice and support relative to the selection,
installation, O&M and M&V of energy conservation measures (ECMs). The
contractor shall provide this support in all areas of energy
management, to include but not limited to the following: (1) Provide
technical expertise to federal agencies to explore energy savings
potential at their facilities and identify opportunities to utilize
technologies that have been promoted through DOE programs; (2) Evaluate
and update previously generated energy audit reports; (3) Evaluate the
technical and economic feasibility of energy projects; (4) Review and
advise on energy project proposals and designs submitted by a third
party; (5) Evaluate how Operations and Maintenance (O&M) for a specific
project may be optimized to minimize the use of energy and reduce
operating costs; (6) Assist the federal agency in the cost effective
implementation of energy projects pursued via both the DOE Super ESPC
process, and other alternative financing methods; (7) Provide
commissioning agent and Measurement and Verification (M&V) services.
The RFP is anticipated for release on April 30, 1998, with a closing
date of July 1, 1998. The solicitation will not be available on the
