FEMP has as its mission to take the lead with other federal agencies to promote a more efficient and less costly government by pursuing reductions in the consumption of energy in its federal facilities. The lighting, heating, air conditioning and operating of U.S. government facilities creates a multi-billion dollar utility bill. The federal government is required to reduce its gross BTU/SF energy consumption in buildings by 30% in the year 2005 from 1985 energy use levels (EPACT 1992 and Executive Order 12902). To meet these goals, FEMP is working to help agencies reduce their energy usage through its Super Energy Saving Performance Contracts (SUPER ESPCs), as well as through other alternative financing strategies. FEMP also assists agencies maximize the efficiency of new construction, renovation and operation and maintenance, funded through federal appropriations. FEMP succeeds at its mission when agencies have the skills, the means, and the initiative to undertake projects to use energy and water more efficiently as well as utilize renewable energy. FEMP has developed a network of services, in order to help federal energy managers identify and implement energy conservation measures at their facilities. The FEMP Services Network (FSN) is made up of DOE and National Laboratory personnel.
