Solicitation number N00421-97-R-1384: The Test Article Preparation Department (TAP) located at the Naval Air Warfare Center sites of Patuxent River, Maryland and China Lake and Point Mugu, California has a requirement for contract services to provide full spectrum instrumentation support for aircraft, weapons and other articles under test. This potential acquisition is covered under OMB Circular No. A-76, Commercial Activities Studies. These services are currently performed by the Government and a cost comparison will be conducted, under OMB Circular No. A-76, to determine the most cost effective mode of operation. An in-house cost estimate is being developed by the Government and a contract may or may not be awarded as a result of this process. If a contract award is made, the award will be made in accordance with Part I, Chapter 3, Paragraph H of OMB Circular No. A-76. Many of the tasks require access to company proprietary information, and therefore, FAR Organizational Conflict of Interest Clauses will be invoked for this requirement. The primary product is full spectrum aircraft instrumentation support consisting of design, development, fabrication, acquisition, installation, deinstallation, calibration, operation, maintenance and repair. Electronic and photo-optical systems are installed on aircraft, missiles, and ordnance to acquire data to support avionics, engine, flying qualities, sensor, weapon delivery systems, and store separation evaluations. Test instrumentation components are utilized for data acquisition, time correlation, transmission and storage. Instrumentation components include transducers, signal processors, magnetic tape recorders, microprocessors, time code generators, transmitters, receivers, antennas, and photo-optical equipment. TAP also fabricates telemetry systems and telemetry support equipment, performs remote telemetry monitoring, and provides component and transducer testing and calibration. TAP provides the resources to fabricate and install prototype components and systems relevant to the instrumentation and modification of manned/unmanned aircraft, including engines, components and accessories. TAP also provides rapid prototyping, limited production and aircraft repair services to all activities relating to research, development, test and evaluation at NAWC, its subordinate commands, tenant activities at Patuxent River, fleet activities, hosted contractors and foreign military. TAP fabricates flight-worthy externally mounted instrumentation pods, equipment racks, equipment enclosures, panels, composite nose cones, fairings, angle of attack and side slip booms, spring loaded potentiometer mounts, flight data recorder packages and mounting devices to install instrumentation to test vehicles. The above items are a sample of products and services produced/performed by TAP. A site visit will be hosted following the release of the solicitation.
