D-PROPOSAL PREPARATION INSTRUCTIONS: (1) General instructions:
Potential Offerors should apply the restrictive notice prescribed in
the provision at FAR 52.215-1(e), Instructions to Offerors-Competitive
Acquisitions, trade secrets or privileged commercial and financial
information contained in their proposals. Technical/Management and cost
proposals, submitted in separate volumes, are required and shall be
valid for a minimum of 90 days. Proposals must reference the PRDA
number 98-31. Proposals shall be submitted in an original (clearly
identified as such) and five copies, plus one electronic copy in MS
Word 6.0 or Adobe Acrobat formats on 3.5 inch diskette of PC format.
All responsible sources may submit a proposal, (with the exception
cited in B(3) above) which shall be considered against the criteria set
forth herein. Offerors are advised that only Contracting Officers are
legally authorized to contractually bind or otherwise commit the
government. (a) No more than one proposal from each offeror. A single
proposal that is submitted by a single company will be accepted. A
single proposal that is submitted by a team represented by multiple
companies will be accepted. A single company may be a member of more
than one team. (b) No more than 2 form factors per proposal. One
proposal with a bid for a single form factor will be accepted. One
proposal with bids for two separate form factors will be accepted. The
two form factors can be priced separately, together (additive
deductive proposals), or both. (c) The government will fund no more
than $2 million dollars per contract award for single form factors. No
more than $4 million dollars per contract award for two or combined
form factors. (2) Technical/Management Proposal: The
technical/management proposal shall include a discussion of the nature
and scope of the research, the technical approach, and associated
challenges and risks. The proposal shall address each of the evaluation
criteria listed in Section E. The offeror may propose a subset ofthe
GRAM functions for a given form factor. In the proposal, the offeror
shall provide a detailed explanation as to why a specific GRAM function
is not applicable to the given form factor. The proposal shall identify
the offeror's willingness to work with other GRAM-SAASM PRDA
contractors to resolve commonality issues. This interaction shall
involve up to four Technical Interchange Meetings (TIM). This
interaction especially applies to PRDA contractors working on the same
form factors to yield a single common ICD for that particular form
factor. Additional information on prior work in relevant areas, to
include most recent relevant contracts regardless of outcome;
descriptions and availability of proposed equipment, data, facilities,
and technical skills mix (including resumes of key personnel who will
be participating in this effort). Offerors must also identify the
nature and extent of work to be subcontracted, if any. Specifically,
the technical/management proposal shall include (a) a Statement of Work
(SOW) detailing the technical tasks to be accomplished under the
proposed effort and suitable for contract incorporation, (b) an
Integrated Master Plan (IMP) to define how the SOW will be implemented
under the proposed effort (reference instructions in the Offeror's
Library). The IMP should be less than 10 pages; and suitable for
contract incorporation. The IMP shall depict an integrated
product-oriented approach addressing events, significant
accomplishments, and accomplishment criteria; as well as systems
engineering process narrative.,(c) a discussion of planned deliverables
under the program. (3) Cost Proposal: Since adequate price competition
is expected, certified cost or pricing data is not contemplated in
accordance with FAR 15.406-2. In accordance with FAR 15.403-3,
information other than cost or pricing data is required to determine
price reasonableness, cost realism and completeness. Such information
shall be submitted using SF 1448. Information submitted on the SF 1448.
Offerors can use their own format as directed by FAR 15.403-5. If after
receipt of proposals the Contracting Officer determines that there is
insufficient information available to determine price reasonableness,
cost realism and completeness and none of the exceptions in FAR15.403-1
apply, the offeror will be required to submit cost or pricing data. The
cost proposal shall be submitted with an integrated master schedule,
directly traceable to the IMP, and shall contain a person-hour
breakdown by task. Offerors are to provide data that identifies their
corporate IR&D budget for the GRAM-SAASM or related effort, a funding
profile for accomplishing the GRAM-SAASM effort, actual expenses
incurred to date and rational for the amount and use of Government
funding being requested. IAW DFARS 252.227-7017, "Other Documentation"
requires offerors to identify any use or disclosure of restrictions
that they assert on technical data or computer software to be delivered
under this contract. (4) Page Limitations: There are no page limits for
the technical/management and cost proposals, but a goal of 100 pages
(12 pitch or larger type), double-spaced, single-sided, 8.5 by 11
inches is suggested. Classified portions of the proposal shall be
submitted in a separate annex. (5) Preparation Cost: This announcement
does not commit the Government to pay for any proposal preparation
cost. The cost of preparing proposals in response to this PRDA is not
considered an allowable direct charge to any resulting NAVSTAR contract
or any other contract. However, it may be an allowable expense to the
normal bid and proposal indirect cost specified in FAR 31.205-18.
E-BASIS FOR AWARD: The selection of one or more sources for award will
be based on an evaluation of an offeror's response (both
technical/management factor and cost) to determine the overall merits
of the proposal in response to the announcement. The government may
request Offerors to present oral presentations after receipt of
proposals. The technical/management is ranked as the first order of
priority, cost is significant but secondary. The Technical/Management
Factor will be assessed using assessment criteria of soundness of
approach, proposal risk, and past performance. Technical/Management
Subfactors include FORM FACTOR MARKET BASE, SCHEDULE, AND OFFEROR'S
CAPABILITY; which are of equal importance. FORM FACTOR MARKET BASE
Subfactor addresses: (a) Potential quantities (e.g., market base) for
a given form factor. (b) Number of programs/platforms as potential
users for a given form factor (c) Offeror's form factor
applicability/user base. Status of existing contracts and willingness
to insert GRAM-SAASM. Progress toward proposing GRAM-SAASM solution in
the form factor for new or upcoming programs. SCHEDULE Subfactor
addresses: (a) Offerors schedule availability for a pre-production
GRAM/SAASM configuration. (b) Relative timing to the end of the period
of performance of anticipated end user procurements for the given form
factor OFFEROR'S CAPABILITY Subfactor addresses: (a) Offeror's SAASM
qualifications. Currentstatus and progress as a SAASM developer IAW
CZE-94-001. (b) Offeror's HAE qualifications for the proposed form
factor. Current status and progress as an HAE developer IAW
CZE-93-105A. (c) Offeror's HAE qualifications for GRAM. Current
progress in developing a GRAM. (d) Offeror's HAE qualifications for
GRAM in the proposed form factor. Current progress in developing a GRAM
for the proposed form. PAST PERFORMANCE will address: (a) Offeror's
past SAASM performance, (b) Offeror's past HAE performance. (c)
Offeror's past GRAM performance. COST while ranked as the second order
of priority, is a significant factor in the award decision, and will
be evaluated for realism, reasonableness, and completeness. The degree
of cost sharing by the offeror will also be evaluated. The Government
reserves the right to award to a Small Business (SB), Small
Disadvantaged Business (SDB), Women-Owned Business or to Historically
Black Colleges and Universities (HBCU)/Minority Institutions of Higher
Learning (MI), if after evaluation, the capability to perform is
determined. If proposals are received of equal caliber, preference will
be given to SB, SDB, and HBCU/MI. Offerors are advised that employees
of the Aerospace Corporation, ARINC Research Incorporated, Overlook
Systems Technologies Incorporated and SAIC may assist the Government,
as advisors, in performing technical evaluations of proposals submitted
under this announcement. These advisors will be authorized access to
all portions of the proposal data and discussions that are necessary to
enable them to provide specific technical advice on specialized
matters, or on particular problems. This includes access to cost or
pricing evaluations/negotiations data. The resulting contract(s) will
incorporate a special contract requirement to allow these advisors to
review, evaluate and analyze documents generated during contract
performance. Potential offerors having objections to non-government
personnel evaluating their proposals and/or documents generated during
contract performance should contact the Contracting Officer prior to
