On-call services, materials and equipment to contain, clean up and/or
mitigate the harmful effects of oil and hazardous substance spills on
or in waters subject to the jurisdiction of the United States including
the bottoms and adjoining shorelines of such waters. Miscellaneous
incidental services include disposal of oil and hazardous substances,
helicopter overflights and lifts, trucking and hauling, and diving and
salvage. Areas covered include California, Nevada, Arizona, and Utah;
the Eleventh Coast Guard District. It is anticipated that multiple
awards of Basic Ordering Agreements (BOAs) will be made to responsible
offerors submitting acceptable offers in response to the solicitation.
Awards may be made to both large and small businesses. All responsible
contractors may submit an offer which shall be considered by the
agency. Current BOA Contractors for the Eleventh Coast Guard District
need not respond to this synopsis. ATTENTION: Minority, Women-Owned and
Disadvantaged Business Enterprises (DBEs)! The Department of
Transportation (DOT), Short-Term Lending Program (STLP) offers working
capital financing in the form of lines of credit to finance accounts
receivable for transportation related contracts. Maximum line of credit
