synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Quotes are being requested and a written
solicitation will not be issued. Solicitation number DAKF11-98-T-0073
is issued as a Request for Quotations. This procurement is a 100% small
business set-aside in accordance with FAR 52.219-6. SBA has provided a
waiver to the non-manufacturer rule so that a nonmanufacturer does not
have have to furnish the product of a small business (class waiver
granted 09/13/90). Solicitation documents and incorporates clauses and
provisions that are in effect as of this date. The Standard Industrial
Classification (SIC) code is 3711, the size standard is 500, PSC is
3815. This acquisition is for one each street sweeper, three wheel,
mechanical, Pelican Series "P"dual, with dual gutter brooms, John Deere
4039T diesel engine with hydrostaatic drive and steering configuration
manufactured by Elgin or "brand name or equal" in accordance with the
following specifications and critical elements. The three-wheel,
mechanical street sweeper must be rotary, self-propelled with a
sweeping path of at least 10 feet. The hopper dump must be front
mounted. The hopper dump height must be at least 9 feet. The sweeper
must have a 360 degree visibility from the sweeper cab; have
hydraulically adjustable side brooms; have built-in wash down system
have a pickup systems of the "conveyers' design instead of the
"regenerative air"; have a water spray system with tank capicity of at
least 180 gallons, have a water pump with "run dry" protection, and
have the ability to sweep curbs of at least 90 degree angles. Unit
design is critical to a one man sweeper operation. The street cleaner
must include the following options 1) air conditioner, fresh air
heater, ventilator, pressurizer, defroster with cab dome light 2)
broom, main hydraulic suspension with broom positionindicators, 3)
conveyor, lower roller washout, 4) engine, turbo II pre- cleaner, 5)
light, protector for rotating beacon strobe, 6) light, rotating beacon,
7) limb guard, per side, 8) seat, deluxe, adjustable, suspension, each,
9) shutdown device for engine, automatic high coolant temp/low oil
pressure, 10) side broom tilt, per side, and 11) sprung guide wheel
assembly. This purchase includes an exchange (trade-in) property to be
applied in whole or in partial payment toward the acquisition of the
street sweeper. Property submitted for exchange (trade-in) is a FMC
sweeper mounted on a Ford 350, Model 1974. Offerers are provided the
opportunity to (1) CLIN 0001 state prices for one each, new street
sweeper without any exchange (trade-in) or (2) CLIN 0002 state prices
for one each, new street sweeper with the price stated for the exchange
(trade-in allowance) for the exchange of one each, used FMC sweeper
mounted on Ford 350, Model 1974. FAR provision 252.217-7001, Offering
Property for Exchange is incorporated into the solicitation. Offerors
may contact activity POC Phillip Pace at (404) 362-3404 for an
appointment to view the trade-in equipment. Trade-in equipment is
located at 4699 North First Street, Fort Gillem, Forest Park, GA. The
street Sweeper shall include operators manuals and commercial warranty
and product specifications. If offering other than the brand name
Pelican Series "P", manufactured by Elgin, the brand name and model
with product specification shall be stated. Award will be a firm,
fixed-price purchase order, FOB destination with inspection and
acceptance at destination. The equipment shall be delivered to
Directorate of Installation Support, 4653 North First Street, Fort
Gillem, Forest park, GA 30297. Mark-for Roads and Grounds, Requisition
Number W33NY2 8048 N031. Required delivery date is May 28, 1998.

Evaluation -Commercial Items, With addendum to 52.212-2, (a)
Evaluation. Basis for award, All offerors will be evaluated against the
technical specifications. Evaluated offers will be rated as technically
acceptable or non-acceptable. To be considered for award, a rating of
acceptable must be achieved against the technical specifications. Award
shall be made to the responsible offeror who submits the lowest priced,
technically acceptable offer for the new item. The trade-in allowance
will be considered after determining the lowest priced, technically
acceptable, responsible offer. Only one award will be made from this
Request for Proposal. Offerors must submit product specifications to be
considered for award. Responses should include a copy of their
commercial warranty with their offer and identify if the item is the
brand name or if the item is an "equal" by stating the make, model and
brand of item offered. Responses shall include a completed copy of FAR
