Medical Care Cost Recovery (MCCR) Office is soliciting offers for a
Fixed-Price, Indefinite Delivery, Indefinite Quantity (IDIQ) contract
to implement Electronic Data Interchange (EDI) for Third Party Billing.
The VA operates approximately 155 medical care facilities nationwide
and initiates approximately 3 million third party claims per year. VA
plans to migrate all third party billings, collections, and related
transactions (e.g. status notifications, insurance coverage
verification) from its current mix of decentralized, proprietary
electronic data interchange (EDI) and manual, paper-based systems to
electronic commerce standards set forth under the Health Insurance
Portability and Accountability Act (HIPAA) of 1996. VA will also
investigate new e-commerce technologies, at its discretion, as such
technologies emerge. VA intends to use a health care clearinghouse or
value added network (VAN) to translate transactions to proprietary
carrier formats, including paper UB-92s and HCFA-1500s where necessary,
to accomplish a claim. VA intends to use a Contractor to electronically
route and translate, as needed, health care claims and related
documents such as carrier remittance advice documents. It is VA's
desire to use, to the extent feasible, ANSI X12 Transaction Sets (TS)
for accomplishing EDI. Data concerning these claims are captured from
the Veterans Health Information Systems and Technology Architecture
(VISTA) operating at VA medical centers. The solicitation will be
