order to Sonoma Technology, Inc., 5510 Skylane Boulevard, Suite 101,
Santa Rosa, CA 95403, pursuant to 41 U.S.C. 253(c)(1) -- Only one
responsible source and no other supplies or services will satisfy
agency requirements. EPA requires a firm has intimate knowledge of and
extensive experience with the recently enhanced, EPA supported and
sponsored, volatile organic compound (VOC) data validation software
package (VOCDat) in order to (1) provide technical support, (2)
demonstrate/provide training in the use of the updated VOCDat package,
(3) utilize the new VOCDat in an actual data validation exercise
focusing on data from select sites in California, and (4) have
subsequent related analyses performed on the validated data. Sonoma
Technology, Inc., is the developer of the software, is the proprietary
owner of the software code, and is, therefore, the only known firm
that can meet all requirements. The contractor will be required to
provide technical support (via telephone or e-mail) for the newest
release of VOCDat. The contractor must demonstrate the new version at
a workshop on May 21, 1998, in Research Triangle Park, NC, including
one-on-one assistance and open discussions concerning possibilities of
adapting VOCDat to PM-fine analysis applications (summarizing those
discussions in writing). The contractor must utilize the software to
quality assure 1996 and 1997 PAMS VOC data for three noted California
Air Districts. The contractor shall further analyze the CA PAMS VOC
data and chronicle, compare, and contrast characteristics of the
individual sites. The period of performance shall be from the date of
award through September 30, 1998. All responsible sources may respond
by submitting a written narrative statement of capability within 15
days of this notice to Karen Cox at the above address which shall be
considered by the Agency. Responses must include detailed technical
information and other technical literature demonstrating the ability to
meet the requirements. Responses shall also include itemized pricing
that is sufficient to make a determination that competition is
feasible. If no affirmative responses are received within 15 days of
this notice to determine whether a qualified source is more
advantageous to the Government, an order will be placed with Sonoma
