for Offer (RFO)5-58130/231 for the acquisition of a new replacement
air-cooled power amplifier to drive two existing Ling B335 vibration
exciters one at a time through an existing switcher. The Contractor
shall provide a state-of-the-art amplifier with either digital
switching or pulse width modulation and provide local and remote
control operating and monitoring stations. The primary continuous duty
performance specifications are 145 KVA power output, 960 amperes rms
current output, 120 volts rms output voltage in a 0-2000 Hz full output
power bandwidth. In addition to the amplifier, a field supply and two
exciter cooling units shall be provided to replace the existing units.
Together all the components must be capable of driving the B335
exciters on a continuous basis to there full force ratings of 17,500
lbs. sine and 12,000 lbs. rms. Additional specifications are contained
in the solicitation. The Government intends to acquire commercial
items using FAR Part 12. Theprocurement is being conducted under the
NASA MidRange Pilot Test Program approved by the Office of Federal
Procurement Policy. This procurement is a total small business
set-aside. See Note 1. The SIC Code and Size standard are 3663 and 750
employees, respectively. The DPAS rating for this procurement is
DO-C9. The provisions and clauses in the solicitation and model
contract are those in effect through FAC 97-4. All qualified
responsible sources may submit an offer which shall be considered by
the agency. The anticipated release date of the RFO is on or about
April 28th, with an anticipated offer due date on or about May 28,
1998. An ombudsman has been appointed -- See Internet Note "B". The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and will
reside on a World Wide Web (WWW) server, which may be accessed using a
