calls for the following requirements: contractor shall conduct initial
key personnel (IKP) training classes at the contractor's plant or other
locations determined by the government to support the AN/PSC-5 Spitfire
UHF Manpack Terminal. The contractor shall conduct OP/UM and DS
maintenance courses to teach government selected personnel knowledge
and skills necessary to operate and to maintain the system. Training
shall also include the operation of equipment required to operate and
maintain AN/PSC-5 Interfacing Equipment. Training shall include DAMA
5KHz and 25KHz operation, I/O devices (ADC/CDC/PC KG-43, PSC-2A), other
operation -- RETRANSMISSION, OTAR CLONING and COMSEC FILL DEVICES. An
approximate total of 10 classes, 12 students each is required. The
contractor shall also provide on an as needed basis, Technical Fielding
Support to new Equipment Training (NET) team when required. Contractor
shall be qualified to provide technical support to the NET team as
subject matter expertsregarding the performance and design of the
AN/PSC-5 Spitfire Terminal and interfacing equipment. Training is
currently planned as follows: CONUS, Appox 32 classes; OCONUS, Approx
9 classes. Locations and dates to be determined. The contractor shall
utilize and maintain a DAMA Satellite Training Simulator (DSTS)
required for the performance of the above efforts. Government will
acquire the DSTS from Hughes Defense Communications (HDC), currently
known as Raytheon Systems Company, sole producer of the DSTS and the
ANPSC-5. The AN/PSC-5 Spitfire is currently being produced by Raytheon
Systems Company, formerly Hughes Defense Communications, FT Wayne,
IN., Under contract No. DAAB07-94-D-A010. The DSTS Simulator Trainer is
specifically designed to be used as a training aid device to interface
with the AN/PSC-5 Spitfire UHF Manpack Terminal. The DSTS is the only
training simulator of its type tested compatible with the Spitfire.
This effort is a Sole Source IAW 10 U.S.C. 2304( c)(1) to Hughes
Defense Communications (1010 Production Way, Fort Wayne, IN.
46808-4106). See Note 22 The U.S. Army Communications Electronics
