This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation F41650-98-T1510 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-4. Commerce Business Daily Note 1 applies to this acquisition. The proposed contract is 100% set aside for small business concerns. The associated standard industrial classification (SIC) code and small business size standard are SIC 3724 and 1,000 employees, respectively. Contract line item numbers (CLIN), descriptions, quantities, and units of measure are the following: CLIN 0001, Cincinnati Milacron CNC Machining Centers, Model 20VC, Serial Numbers 9507C! 0383-0153 & 9507C0383-0123, Quantity of 2, Unit of Measure Job; and CLIN 0002, Sundstrand Machining Center, Model OMNI Mill S-80, Serial Number 187, Quantity of 1, Unit of Measure Job. SA-ALC/TIME, Building 303, Kelly AFB, TX, has an immediate requirement for the installation of remote controls on two (2) Cincinnati Milacron CNC Machining Centers, Model 20VC, and one (1) Sundstrand Machining Center, Model OMNI Mill S-80. The government intends to award a requirements contract for implementing the following procedures: 1. SERVICES REQUIRED: a. The contractor shall furnish all labor, supporting tools, parts, materials, and equipment necessary for on-site design, procurement, installation, and interfacing of remote controls on two (2) Cincinnati Milacron CNC Machining Centers, Model 20VC, and one (1) Sundstrand Machining Center, Model OMNI Mill S-80. 20 b. The contractor shall send its design engineer to Kelly AFB, TX, to review the machines, documentation, software, and col! lect data required. 20 c. The contractor shall confirm all devices required. d. The contractor shall design remote controls to meet customer 92s requirements. e. The contractor shall obtain customer 92s approval to proceed with the layout. 20 f. The remote controls shall be pendant type. g. Each pendant remote control shall have as a minimum the following functions: (1) Emergency Stop; (2) Axis Select; (3) Incremental Select; (4) Clockwise Spindle Jog; (5) Counter Clockwise Spindle Jog; and (6) Manual Pulse Generator. h. A "Remote Control ON/OFF" switch shall be added to the main control unit. 20 i. Magnetic shall be added to the back of the pendant for attachment to the main control unit. j. A hanging hook or strap shall be provided for machine stowage. k. Each remote pendant control shall be connected to the main control with a coil cord. 2. PARTS REQUIRED: The contractor is required to procure all parts and materials to provide the customer with fully function! al remote control units. 3. TESTING: Upon completion of the services required, as listed above, the two Cincinnati Machining Centers and the Sundstrand Machining Center shall be tested by performing a complete operational check on the main control and on the new remote controls. 4. TRAINING: After the machines have been tested and accepted, the contractor shall demonstrate the operation of the new remotes to the machine tool operators. 5. COMPLETION: Once the above procedures (1 through 4) have been completed and accepted, the contractor 92s services will have been completed. Required delivery/completion of services is no later than 30 Jun 98, at FOB Destination, SA-ALC/TIME, Building 303, Kelly AFB, TX. Acceptance will be accomplished by Mr. B. J. The government will award a contract resulting from this RFQ to the responsible offeror whose offer, conforming to the RFQ, will be most advantageous to the Government, ba! sed on price. The provision in FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. A completed copy of FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, is required with any offer submitted in response to this solicitation. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, and any addenda will apply to any resultant contract.
