commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This notice constitutes the ONLY solicitation; proposals are
being requested and a written solicitation will not be issued. The
Volpe Center plans to solicit a sole-source simplified acquisition
purchase from Pure Atria Software, Inc., Lexington, MA to provide a
configuration management (CM) tool that will allow the Volpe Center to
migrate to an Open System environment preserving all the information
stored in Apollo's Domain Software Engineering Environment (DSEE). This
acquisition is approved for a sole source purchase order in accordance
with FAR 6.302-1. All interested sources must identify the product by
submitting pricing data and an accurate description of the equipment
offered, which includes the make and model numbers. If there are no
responses received by close of business 12/11/97 a purchase order will
be awarded to the above named source. This solicitation is issued as
a Request for Quote (RFQ), Solicitation No. DTRS57-98-Q-80118. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-02. The Standard
Industrial Classification Code is 7373 and the Small Business Size
Standard is $1.8M. Item Nos.: 1. Clearcase Concurrent User License, 10
EA.; 2. Annual Maintenance for Clearcase Licenses, 10 EA.; 3. Media
Kit for Clearcase on Unix, 1 EA.; 4. Complete Clearcase Documentation
Set for Unix, 1 EA.; Delivery shall be FOB Destination within 30 days
after award of contract to U.S. Department of Transportation, Volpe
Center, 125 Munroe Street, Cambridge, MA 02142, ATTN: Vanessa Nemeth.
The provision at 52.212-1, Instruction to Offers -- Commercial, applies
to this acquisition, no addenda applies. The provision at 52.212-2,
Evaluation -- Commercial Items, applies to this acquisition as follows:
The offeror must provide the specified Clearcase items which are
necessary to enable the government to migrate our software to Open
Systems. Award: Offers will be received on an all or none basis. The
Government will award a purchase order resulting from this solicitation
to the responsible offeror conforming to the solicitation that will be
the most advantageous to the Government, past performance, price and
other factors considered. All Offerors must include a completed copy of
the provision at 52.212-3, Offeror Representations and Certifications
-- Commercial Items. The clause at 52.212-4, Contract Terms and
Conditions -- Commercial Items, applies to this acquisition. The clause
at 52.212-5, Contract Terms and Conditions Required To Implement
Statutes or Executive Orders -- Commercial Items, applies to this
acquisition; additional clauses cited in 52.212-5 that apply to this
acquisition are: 1, 2, 3, 6, 7, 8, 9, 13, 14. Offers will be received

Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Business and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
