(IOC) intends to issue a sole-source request for proposal (RFP) to
Sikorsky Aircraft for the complete design, upgrade, manufacture,
proveout, delivery, production, certification, documentation, training,
and other action necessary to provide and support fully operational
simulated flight hardware (Rotor Head) The hardware shall be certified
for use with UH-60 and SH-60 main rotor blades. The hardware shall
also have the capability of testing H-53 main rotor blades. The
contractor shall ensure that the simulated flight hardware delivered
under this contract does not adversely impact the fit and function of
the hardware within the Main Rotor Blade Dynamic Test Facility. The
simulated flight hardware is an integral component of the Main Rotor
Blade Dynamic Test Facility, which is used for testing main rotor
blades. The simulated flight hardware is also the primary interface
between the test facility drive system and the main rotor blades
undergoing testing. This hardware was specifically designed,
manufactured, and certified by Sikorsky Aircraft for testing UH-60,
SH-60, H-3 and H-53 main rotor blades on the Main Rotor Blade Dynamic
Test Facility. All responsible sources may respond and will be fully
considered. No contract award will be made on the basis of
offers/proposals received in response to this notice. Written responses
must include pricing and technical information sufficient to enable the
Government to determine if a solicitation is warranted. As a result of
analyzing responses to this synopsis of intent, the contracting
officer may determine that a solicitation will be issued. If a
solicitation is issued, it will be issued to the intended vendor, and
all other firms that responded to this synopsis of intent, or otherwise
requested a copy of this solicitation. No other synopsis will be
published. If no affirmitive responses are received clearly
demonstrating the vendors ability to meet the Governments needs within
fifteen days after publication of this notice, a sole-source
solicitation will be issued to Sikorsky Aircraft. Notice To All
Contractors: All contractors who provide goods/services to the
Department of Defense (DOD) must be registered in the Central
Contractors Register (CCR). You cannot be awarded a DOD contract whose
solicitation is issued after 31 May 98 if you are not registered in
