REQUEST FOR TECHNOLOGY (RFT) ISSUED FOR ADVANCED MONITORING SYSTEMS PILOT IN U.S. EPA The National Exposure Research Laboratory (NERL), Office of Research and Development (ORD), U.S. Environmental Protection Agency (US EPA), Research Triangle Park (RTP), North Carolina, and Battelle, Columbus, Ohio, are partners in an Environmental Technology Verification (ETV) pilot for Advanced Monitoring Systems (AMS). ETV's goals are to: (1) seek out promising, innovative technologies from the private sector through EPA-supported performance verification and (2) provide objective performance data to purchasers and permitters of environmental technologies. The AMS pilot is designed to verify commercially available technologies used to monitor air, water, and soil. EPA funds will be available until September 2000 to partially support verification testing as an incentive to encourage vendor participation and to move the pilot toward privatization. On March 31, 1998, Battelle issued a Request for Technology (RFT) inviting vendors, developers, manufacturers, or owners of commercially available air and water monitoring technologies to submit their technologies for verification. Battelle and Stakeholder Committees advising Battelle on the AMS pilot identified environmental monitoring technology needs in February and prioritized those for which verified monitoring systems are most critical: Air technologies: (1) Real-time field instruments that can measure fine particulate matter in ambient air or that correlate with the Federal Reference Method for this measurement; (2) Automated monitors with sample inlets specially designed for speciation of volatile organic compounds in ambient air; (3) Portable field NO/NO2 analyzers for small sources (e.g., internal combustion units and small boilers); and (4) Real-time field monitors for measurement of speciated organics and/or organics from point sources. Water technologies: (1) Home test kits for measuring pathogens (fecal coliform) or metals (lead, copper) in drinking water; (2) Chemical-specific field probes for monitoring volatile organic compounds or synthetic organic compounds in groundwater; (3) Real-time field instruments for monitoring pathogens or synthetic organic compounds in surface water; and (4) Rapid field measurement technology to determine the "wholesomeness" of seafood (e.g., finfish and shellfish) by measuring the presence of polycyclic aromatic hydrocarbons and other contaminants. Vendors interested in obtaining verification should complete the Submittal Form contained in the RFT. Vendors whose monitoring technologies meet established criteria will be invited to submit an application to provide more detail about the technology and supporting data. Applications will be evaluated by Battelle, with guidance from the Stakeholder Committees, to select monitoring technologies for verification testing, which is expected to begin in October, 1998.
