The Department of Veterans Affairs (VA) is seeking a developer/operator for a Child Development Center at the VA North Texas Health Care System (VANTHCS) in Dallas, TX. The Department's goal is to obtain a quality, on-site Child Development Center for children of employees of the VA and for children of non-VA employees using a special program called "Enhanced-Use Leasing". The center will be located in a newly constructed Community Center located in the Northwest quadrant of the VANTHCS campus facing Ann Harbor Blvd. 7,206 square feet of this Community Center is allocated for use as the Child Development Center. The VANTHCS has approximately 3,000 full and part-time employees and provides a full range of medical, surgical, psychiatric, dental and long-term care services to more than 500,000 veterans in the Dallas/Fort Worth metropolitan area and north Texas. The VANTHCS maintains educational affiliations with the University of Texas Southwestern Medical Center at Dallas. Under the VA's Enhanced-Use Leasing program, the VA will provide a long-term lease for a nominal cost for 20 years with two (2), five (5) year renewal options. In return the developer/operator will charge lower use fees for childcare services to children of VA employees and market rates to the Public. The developer/operator will be slected competitively. The developer/operator will be required to finance, finish-out 7,206 square feet and operate a Child Development Center (including an outside play area) with all site improvements necessary to support, in accordance with State of Texas/Dallas County child care regulations and local building codes for a minimum of eighty (80) children.
