C -- INDEFINITE DELIVERY CONTRACT FOR CIVIL/STRUCTURAL DESIGN AND ENGINEERING SERVICES SOL N62477-98-D-3069 DUE 050798 POC Jo Ann Coombs, 301-757-4749 The Engineering Field Activity Chesapeake Contracts Office at Patuxent River, Maryland is currently seeking sources for Civil/Structural Design and Engineering Services with associated multidiscipline support for Architectural, Mechanical and Electrical Engineering, to perform engineering services, prepare engineering studies, concepts and designs including development of plans, specifications and cost estimates for competitive bidding or negotiated procurement for various construction projects at the Naval Air Station, Naval Air Warfare Center, Patuxent River; Solomons' Annex, Solomons; and Webster Fkield, St. Inigoes, Maryland and other remote outlying facilities. Civil/Structural work includes, but is not limited to site development, utility design, rigid and flexible pavements for runways; roads and parking areas; traffic analysis and design; coastal engineering and waterfront structures; structural evaluation and design; fuel storage and distribution; geotechnical services and design; materials testing, surveying services, construction management, erosion and sediment control design and permitting; storm water management design and permitting as outlined by the State of Maryland. The estimated construction cost of a project is between $50,000.00 and $1,000,000.00. This will be an indefinite Delivery Contract where orders will be placed on an "as needed" basis intermittently for a period of time which shall not exceed 12 months or $250,000.00 whichever comes first. The proposed contract will contain an option to extend the contract for an additional two year period or $500,000.00. If exercised the A-E will receive official notice at least 60 days prior to exercising the option. The guaranteed minimum for the base year is $12,500.00. The estimated award date is July 1998. Selection Evaluation criteria will include: (1)Specialized experience; firms will be evaluated in terms of recent specialized experience in civil/structural design and services with supplemental multi-discipline engineering support. Supplemental support can be with either in-house personnel or with subcontractors. (2) Qualifications; firms will be evaluated in terms of professional qualifications and technical competence of the staff, in the type of work required by Criterion number one. (3) Capacity; factors will include capability to accomplish projects within compressed timeframes, ability to perform multiple projects concurrently, and providing back up staffing to meet unexpected project demands. (4) Quality Control; Firms practices and processes used during project design. (5) Specintact and CADD System; Firms shall have Specintact, CADD system compatible with AutoCAD R14 and MicroStation 95. (6) Geographic Location; firms location shall be within the general geographic area of the projects to be assigned. Knowledge of Maryland regulations applicable to Federal Installations will also be considered. (7) Past Performance; firms performance ratings will be reviewed during the evaluation process and may affect the selection outcome. Architect-Engineer firms which meet the requirements listed in this announcement are invited to submit a completed Standard Form 254 and Standard Form 255, U.S. Government Architect-Engineer qualifications, to the office shown above. This proposed contract is being solicited on an unrestricted basis. Experiences identified in Block 10 of SF254 should not be more than five years old. Only firms responding to this announcement by close of business on 7 May 1998 will be considered.
