1PI-B-1028-98. Solicitation 1PI-B-1028-98 is being cancelled in its
entirety and replaced with solicitation 1PI-Q-0057-98. This is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6 as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation number
1PI-Q-0057-98 is issued under the Simplified Acquisition Procedures
(SAP), the solicitation incorporates provisions and clauses in effect
through Federal Acquisition Circular 97-02. The purchase is for
Equipment, Line item 0001 -- Biesse Rover 321/R Elite -- NC Machining
Center for boring and routing. This is a brand name requirement for
Biesse Rover 321/R Elite only. UNICOR is offering a Wadkin Molder and
Mattison Ripsaw as trade in toward the purchase of the above listed
machinery. The contractor is responsible for loading/rigging equipment
from FCI Allenwood to its own facility at contractors expense. Bidder
is required to give Mark Rabuck, Assistant Factory Manager, 48 hours
notice prior to picking up equipment. Mr. Rabuck's phone number is
717-547-1990 ext. 602 and fax 7171-547-0350. Bidders pricing shall
include installation and setup of machine to include one week of on
site software use training and one week of machine operation training.
Manuals shall also be included. Quantity: one (1), U/I:Each. The
delivery order minimum is one (1) and the maximum is one (1).
Acceptance is subject to UNICOR Quality Assurance Inspection. Variation
in quantity is +/- 0% increase and decrease. Delivery, inspection and
acceptance will occur at the FOB Destination point: Federal Prison
Industries, Low Security Correctional Institution Allenwood, PA.
Delivery is 30 days after the receipt of delivery order. This is an all
or none requirement. FAR provision at 52.212- 1, Instructions to
Offerors-Commercial, applies to this acquisition. The provision at
52.212-2, Evaluation-Commercial Items, offerors are advised to include
a completed copy of the provision at 52.212-3, Offeror Representations
and Certifications-Commercial Items, with its offer. The clause at
52.212-4, Contract Terms and Conditions -- Commercial Item applies to
this acquisition; 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items, applies to
this acquisition. Bidders shall submit a signed and dated bid to
UNICOR, Federal Prison Industries (FPI), Attn: Bid Custodian, at the
address listed below or via facsimile (202) 305-7363. Bids may be
submitted on Standard Form (SF) 1449 or letterhead stationary and shall
indicate the solicitation number, bid opening date and time, name,
address, and telephone number of the bidder. This will be a firm-fixed
definite delivery definite quantity type contract. The period of
performance is date of award through 30 days thereafter. Award will be
made without discussions to responsive/responsible bidder whose bid,
conforming to this solicitation will be most advantageous to the
Government, considering price and price related factors. Bidder must
hold prices firm for not less than 30 days from the bid opening date.
Bidders are advised to include a completed copy of Provision 52.212-3,
Bidder Representations and Certifications -- Commercial Items, with
your bid. Any bid that fails to furnish the required representations
and certifications, or which rejects or changes any terms and
conditions, may be rejected and excluded from consideration. A written
notice of award shall result in a binding contract without further
action by either party. The documents cited in this solicitation may be

for receipt of offers are due no later than April 15, 1998, 1:00pm EST.
