kelley.hilary@epamail.epa.gov. The Environmental Protection Agency,
Region I New England, Superfund Program, has a need for the analysis of
hazardous waste field samples for various inorganic analytes using ICP,
flame AA, furnace AA, cold vapor AA, spectrophotometric techniques, TOC
analyzer, an array of sieves, hydrometer, and muffle furnace. Analyses
for both medium level and low concentraction levels are required.
Digestion preconcentration procedures, as specified in the Statement of
Work (SOW), may be required to achieve the Contract Required
Quantitation Limits(CRQL's) for the low concentration level analyses.
Contractors will be required to use specific analytical procedures,
follow quality control procedures, and prepare and submit data in the
format specified in the SOW. Data will be requested with a turnaround
time of either 35 days or 14 days. There will also be a Labor Hour Pool
component of the contract which will be used to analyze samples that
contain interferences, are comprised of complex matrices, require lower
levels of detection, and/or require parameters not specified in the
fixed methods of the SOW. The SIC Code is 8743. It is the Government's
intention to competitively negotiate a Fixed Price Indefinite
Delivery/Indefinite Quantity contract for analytical methods and labor
hour categories. The resulting contract will be for a Base Period of
2 years with one 1-year option period. This procurement will utilize a
two step technical approach where (1) an offeror will submit a written
technical proposal and satisfactorily analyze one round of Performance
Evaluation (PE) samples and (2) an offeror may then participate in
oral presentations. In addition an offeror will be required to meet
additional technical requirements with an acceptable laboratory
inspection. Award will be based on the proposal which represents the
best value to the Government. The anticipated release date of the RFP
is May 29, 1998. A Service Contract Act Wage Determination will be
applicable to this procurement. See Numbered Note 26. The purpose
