Institute of Child Health and Human Development (NICHD) is planning to
award a contract for Statistical Consultation and Support for Complex
Multistage Survey Data. We are looking for capability statements from
Small Businesses to determine if the acquisition should be for Small
Business Set-Aside. For the reader, a brief description of the work to
be performed is as follows. U.S. representative complex multistage
sample surveys are frequently required to produce epidemiological
studies of child mortality and morbidity that are directly
generalizable to the nation, allowing estimates of magnitude of effects
and attributable risks. Appropriate application of multivariate
regression theory and diagnostic techniques to complex multistage
sample surveys is not familiar to most statisticians or data analysts.
Knowledge of underlying statistical composition of special software
applications and experience in applying such applications is required
to support ongoing analysis of new data sets developed by the NICHD.
Data sets from four very large complex multistage sample survey
projects will be completed between 1998 and 2001 for delivery to NICHD.
These data sets have been created through Interagency Agreements,
contracts for data linkage, or direct surveys performed under contract
to produce epidemiological studies on child and adolescent health. The
data sets that require expertise in multivariate analysis of multistage
complex sample surveys include the following: 1) Linked data on
obstetrical hospital capacity and the Follow-up to the 1988 National
Maternal and Infant Health survey, 2) 1988-94 National Health and
Nutrition Examination survey (NHANESIII) with recent linkage to birth
certificates for young children, 3) International Comparisons of
1993/94 WHO Study of Health Behavior in School Children (WHO-HBSC) and
1996 U.S. Study, and 4)1997/98 World Health Organization Study of
Health Behavior in School Children (WHO-HBSC). In order to do these
analyses, mandatory criteria for the Offeror wouldinclude a) a need for
frequent (as often as twice a week) consultation and review of work at
meetings at NICHD necessitating that Offerors be located within a
maximum of one hour's travel time. b) In addition, Offerors must have
demonstrated experience in multivariate regression analysis of
nationally representative complex multistage sample surveys. Additional
requirements of Offerors include an educational background commensurate
with the statistical knowledge required to perform such analyses. The
senior level consulting statistician (Ph.D) should be available for at
least 10% time for the duration of the project. A mid-level
statistician should have experience in supporting and documenting
multivariate analysis of nationally representative complex sample
surveys including the use of diagnostic and regression techniques
appropriate to weighted data. Finally, a recent experience in
performing analysis of health surveys is highly recommended. Sources
