Environmental Protection Agency's (USEPA) Western Ecology Division in
Corvallis, Oregon, anticipates funding a cooperative agreement
research study. The purpose of the research is the development of
alternative future land use and land management scenarios for the
California Mojave Desert, in particular to provide a regional context
for ecosystem management for the Department of Defense (DoD)
installations in the Mojave Desert Region. The research will be a part
of a larger, ongoing research project titled "Analysis and Assessment
of Impacts on Biodiversity: A Framework for Environmental Management
on Department of Defense (DoD) Lands within the California Mojave
Desert" being conducted by the USEPA under major funding from DoD's
Strategic Environmental Research and Development Program (SERDP).
Specific work funded under the agreement will involve the development
of approximately five future scenarios which will be derived from
either existing data or data produced by the EPA and its other
collaborators. These landscape "futures" will synthesize existing,
anticipated, and/or assumed land use and land management plans for the
region and are expected to include a "planned trend" scenario (i.e.,
based on current trends and existing plans), scenarios designed to
optimize ecological conditions and biodiversity, and scenarios designed
to reflect increased development pressure and growth in the region. In
addition, results from the scenario development must be effectively
communicated and made readily available to interested stakeholders.
This latter element will involve the development of a framework that
will facilitate the use and further application of the techniques to
interested parties. The study will be cooperative effort involving
research staff from the Western Ecology Division and its collaborators
and the investigator(s) selected through this solicitation. Funding is
anticipated in October, 1998, for a period of approximately two years.
It is anticipated that full funding for the research will be in the
range of from $250,000 to $375,000. The fully completed Application for
Federal Assistance Standard Form 424 and proposal must be received at
the address shown below by May 15, 1998. Proposals will be evaluated
according to criteria outlined in the full RFP. Interested applicants
must be eligible to receive Federal Assistance under the Federal Clean
Water Act, as amended, and the Code of Federal Regulations (CFR) Part
30-General Regulation for Assistance Programs, and Part 40-Research
and Demonstration Grants. Only federal, state, and local governments,
nonprofit institutions of higher education, individuals or nonprofit
research organizations eligible to receive federal assistance under
these Acts should submit proposals. EPA reserves the right to fund all
or parts (options) of one or more proposals, and/or to fund the
options incrementally, or not to award funding. Application kits for
