The Defense Special Weapons Agency (DSWA) is planning to issue a
Request for Proposal (RFP) on or about 27 Apr 98 for work in support of
the reprocessing of rocket fuels from dismantled missiles in Russia. It
is anticipated that the work will begin in FY99 and be completed in
FY2005 in accordance with Strategic Offensive Arms Elimination
agreement. This work is part of the Department of Defense Cooperative
Threat Reduction Government program to assist states of the Former
Soviet Union to dismantle and eliminate weapons of mass destruction as
a consequence of arms control agreements. The contractor shall, in the
most cost effective means, design, specify, procure, manufacture,
assemble, and test in Russia, two mobile systems to process two types
of liquid oxidizers (43,000MT of amyl (dinitrogen tetroxide), and
80,000MT of melange (mixtures of dinitrogen tetroxide, nitric acid, and
corrosion inhibitors)), into nitric acid. Additionally the contractor
shall provide training, technical documentation, spares and
consumables, and five years of on-site technical support. The
contractor will not be responsible for operation of the two mobile
systems. Upon award of the contract, the contractor will be required to
immediately perform a site survey at the first two operational sites.
Note: At this time DSWA does not know the physical location of these
two sites. The contractor shall successfully test one system on-site by
480 days after contract award, and 540 days after contract award for
the other. The contractor will be responsible for ensuring that all
United States and Russian environmental laws are obeyed and shall be
responsible for obtaining the proper Russian permit to begin
operations. The contractor shall be responsible for training of the two
systems to Russian nationals. Full documentation and all labeling for
the systems shall be provided in Russian. The contractor will be
responsible for spares and consumables for full continuous operations
for five (5) years. Those companies wishing to receive a copy of the
RFP must submit a request in writing, including a point of contact,
phone number, fax number, and mailing address to David Staudt. Faxed
requests are welcomed and should be faxed to David Staudt, AMA at (703)
325-9291. Faxed requests do not need to be followed with mailed
originals. Telephone requests will not be accepted. DSWA anticipates a
preproposal conference in the Washington, DC area, near Springfield,
VA., on or about 14 May 98. A mandatory site visit to the two (2) sites
in Russia is tentatively planned for the week of 1 Jun 98. Each
interested party shall submit by fax the names of a maximum of two
individuals to attend this site visit to David Staudt by 30 Apr 98.
Include name, date of birth, place of birth, passport number,
expiration date, company address, position, and telephone/fax numbers.

individuals have valid passports and visas. For information, contact
