synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation, proposals are being requested and a written
solicitation will not be issued. Solicitation N00421-98-R-1182 is
issued as a Request for Proposal. The incorporated document and
provisions and clauses are those in effect through Federal Acquisition
Circular 97-03 and Defense Acquisition Circular 91-12. THE APPLICABLE
SIC CODE IS 3669 (small business size standard: 750 ppl). The contract
line item numbers are CLIN 0001, 0002, 0003, 0004, 0005 and 0006. CLINs
0001 through 0004 are for 162 Aydin VCO / Transmitter Packs, Model #FMT
732-8 or equal. CLIN 0001 is for 40 units, Part #22329000-501, with a
frequency of 1452.5 MHz. CLIN 0002 is for 40 units, Part #22329000-503,
with a frequency of 1473.5 MHz. CLIN 0003 is for 40 units, Part
#22329000-509, with a frequency of 1475.5MHz. CLIN 0004 is for 42
units, 22329000-510, with a frequency of 1495.5 MHz. The contractor
shall meet all of the minimum salient requirements for CLINs 0001
through 0004 as follows: The Six Degree of Freedom (6DoF)
Instrumentation System is a self contained package designed to provide
real-time data during weapon evaluation / separation tests. It
measures and transmits X,Y&Z axes acceleration information along with
Roll, Pitch and Yaw rotational rates. 1.0 SPECIFICATIONS. 1.1
Applicable Documents IRIG 106-96, Telemetry Standards 1.2 Requirements.
1.2.1 General. The TM Pack shall be comprised of the following major
components: L-Band Transmitter, Six-Channel VCO Multiplex, Power
Regulator, Quarter Wave Stub Antenna. 1.2.2 Input Power. 1.2.2.1 Input
Voltage 28 + / -- 4 VDC. 1.2.2.2 Input Current 75 mA maximum. 1.2.3
VCO Multiplex. 1.2.3.1 Subcarriers. The telemetry system shall contain
the following subcarrier frequencies per IRIG 106-96 (in the order of
IRIG Band, Center Frequency, Deviation, and Nominal Frequency
Response): 11, 7.35 kHz, +/- 7.5%, 110 Hz; 12, 10.5 kHz, +/- 7.5%, 160
Hz; 13, 14.5 kHz, +/- 7.5%, 220 Hz; 14, 22.0 kHz, +/- 7.5%, 330 Hz; C,
40.0 kHz, +/- 15%, 1200 Hz; E, 70.0 kHz, +/- 15%, 2100 Hz. 1.2.3.2
Frequency Accuracy +/- 2.0% of design bandwidth. 1.2.3.3 Input Voltage
Range 0 -- 5 VDC. 1.2.3.4 Data Frequency Response +/- 0.5dB of the DC
response. 1.2.3.5 Linearity +/- 0.25% of design bandwidth for best
straight line. 1.2.3.6 Baseband. The baseband input shall permit direct
modulation of the transmitter with modulation sensitivity of 1.21 kHz
per volt ( +/- 5% ). The input impedance is 12 kOhms nominal. 1.2.3.7
Modulation Taper, Pre-Emphasis (in the order of Channel and Transmitter
Deviation): 11, 20 kHz +/- 15%; 12, 24 kHz +/- 15%; 13, 29 kHz +/- 15%;
14, 36 kHz +/- 15%; C, 72 kHz +/- 15%; E, 105 kHz +/- 15%. 1.2.4
Transmitter. 1.2.4.1 Frequency. The units specified in this contract
will be of the following frequency configuration: 1452.5 MHz, 1473.5
MHz, 1475.5 MHz, and 1495.5 MHz. 1.2.4.2 Frequency Stability +/- 0.003%
of the specified frequency. 1.2.4.3 Harmonic and Spurious Output. In
accordance with IRIG Document 106-96. 1.2.4.4 RF Power Output. 0.5
watts minimum into a 50 Ohm load with VSWR up to 1.5:1. Nominal output
at 25 C is 0.8 watts. 1.2.5 Antenna. The antenna will consist of a
quarter-wave stub antenna and be provided with each unit. 1.2.6
Regulated DC Output. The Telemetry System shall provide a regulated DC
output voltage of 22.35 +/- 0.15 VDC. Maximum load current 30 mA.
1.2.7 Mechanical Requirements. 1.2.7.1 Size. The Telemetry System shall
conform to outline dimensions of Figure 2 (Block Diagram, FMT-901,
Telemetry Pack) and Figure 3 (Outline, FMT 901, Telemetry Pack).
Figures 2 and 3 shall be faxed to requesters upon contacting Stephanie
Broadhead at (301) 342-1825 ext. 210. 1.2.7.2 Interface Connector. The
interface connector shall be a Cannon / ITT MDB1 -- 15SH001. The mating
connector shall be Cannon / ITT MDB1-15PH003 and is to be provided with
the unit. 1.2.8 Environmental Requirements. The Telemetry System shall
meet all electrical specifications and maintain mechanical
characteristics during and after exposure to any feasible combination
of the following conditions: a. Temperature -- Operating: -40 C to +85
C, Non-Operating: -62 C to +125 C; b. Altitude -- Operating: 0 to
40,000 feet, Non-Operating: 0 to 70,000 feet; c. Humidity -- Operating:
97% at 50 C for one hour, Non-Operating: 97% at 50 C for two hours; d.
Shock -- Operating and Non-Operating: 100g for 11msec. in each major
axis; e. Acceleration -- Operating and Non-Operating: A constant 30g in
each direction of the x axis, a constant 20g in each direction of the
Y axis, a constant 45g in each direction of the Z axis. 1.2.9
Frequencies. The items specified in part B of this contract shall be of
the following frequencies. 1.3 Standards. Unless otherwise indicated,
copies of the above standards are available from Executive Secretary,
IRAC U.S. Department of Commerce, NTIA Room 1605, HCHB Building, 14th
& Constitution Ave., N.W. Washington, DC 20230. 1.4 Other Government
documents, drawings and publications. The following other government
documents, drawings, and publications form a part of this SOW to the
extent specified herein. 1.4.1 Six Degree of Freedom Documents. 1.4.2
Six Degree of Freedom Drawings. (Copies of the above documents,
drawings and publications are available from Navy Air Warfare Center,
Aircraft Division Test Article Preparation, Imaging Branch Code 5.4.2.1
Patuxent River, MD 20670-5304.) 1.4.3 Order of Precedence. In the event
of a conflict between the text of this SOW and the references cited
herein, the text of this SOW shall take precedence. In the event of a
conflict between the drawings and other references cited herein, the
drawings shall take precedence, unless otherwise specified in this SOW.
However, nothing in this document shall supersede applicable laws and
regulations unless a specific exemption has been obtained. 2.0
REQUIREMENTS. 2.1 General. The work required by this contract is
divided into four parts: (1) equipment, (2) material, (3) repair and
(4) technical services. The contractor shall fabricate, test, and
deliver the items identified in CLINs 0001 through 0004 that meet the
performance criteria as controlled by the part number and in accordance
with the requirements' of this SOW. 2.1.1 Equipment. The contractor
shall fabricate and test the items identified in CLINs 0001 through
0004. 2.1.2 Acceptance Testing. The acceptance testing of the items
identified in CLINs 0001 through 0004 shall be conducted at the
contractor's facility on all deliverable end-items. 2.1.3 Acceptance
Test Results. The contractor shall deliver a copy of the acceptance
test results with each end-item for each deliverable identified in
CLINs 0001 through 0004. 2.1.4 Government Acceptance Testing. The
Government reserves the right to perform additional acceptance tests
upon receipt of identified deliverables, to ensure contract compliance.
2.1.5 Material. The contractor shall procurethe material required for
this contract. 2.1.6 Repair. The contractor shall provide a repair
capability for 6DoF items. The contractor shall evaluate the defective
item and make recommendations to the government as to the reparability
of the item. 2.1.7 Engineering Change Orders. The contractor shall
submit engineering change orders as the need for an engineering change
arises. 2.1.8 Item Configuration. The contractor shall obtain
government approval prior to implementation of any changes that effect
form, fit, or function of the items identified in this contract. 2.1.9
Product Assurance. The contractor shall use its' internal process and
procedures to ensure product conformance to the established drawings
and requirements of this SOW. However, the government reserves the
right to review and inspect the contractor's internal process and
procedures to the extent necessary to ensure contract compliance. CLIN
0005 is for 162 (not separately priced) Functional Acceptance Test
Reports in support of CLINs 0001 through 0004. The Contract data

One time per unit delivered to 5.4.2.1, with delivery of first unit.
CLIN 0006 is for a Mating Connector Lead Assembly (not separately
priced), Part #MDB1-15PH003 as specified in Paragraph 1.2.7.2 of this
solicitation. The contractor shall deliver CLIN 0001 through CLIN 0006
within 90 days after the issuance of each delivery order to: Receiving
Officer, Supply Department, Bldg. 665, 47179 Vaughn Road, Naval Air
Warfare Center Aircraft Division, Patuxent River, MD 20670-1463, Marked
for: C. Montes de Oca, 5.4.2.1. Inspection and Acceptance shall be made
at destination. FAR 52.212-1 Instructions to offerors Commercial Items
(OCT 1995) is incorporated by reference and applies to this
acquisition. DFAR 212-301 applies to the Solicitation provisions and
contract clauses for the acquisition of commercial items. The provision
at 52.212-2 Evaluation Commercial Items (OCT 1995) does not apply to
this acquisition. Instead, the following information will be used for
evaluation of offerors: an award shall be made to that responsible
offeror submitting a technically acceptable proposal and offering the
lowest evaluated price. Price shall be the deciding factor among the
technically acceptable proposals. To be technically acceptable, the
offeror's technical proposal must be evaluated as technically
acceptable for the requirement listed above. Technical acceptability
will be determined solely on the content and merit of the information
submitted in response to this provision. Therefore, it is incumbent on
the offeror to provide sufficient technical literature, documentation,
etc. in order for the Government to make an adequate technical
assessment of the proposal. The price proposal shall be evaluated on
the overall lowest price to the Government. A written notice of award
or acceptance of an offer, mailed or otherwise furnished to the
successful offeror within the time for acceptance specified in the
offer, shall result in a binding contract without further action by
either part. Before the offer's specified expiration time, the
Government may accept an offer (or part of an offer), whether or not
there are negotiations after its receipt, unless a written notice of
withdrawal is received before award. Each offeror shall include a
completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications Commercial (OCT 1995) with its
proposal. Additionally, each offeror shall include a completed copy of
Defense FAR Supplement (DFARS) provision 252.212-7000, Offeror
Representations and Certifications -- Commercial Items (NOV 1995).
DFARS clauses 252.211-7003 Brand Name or Equal (DEC 1991) and
252.212-7001, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders Applicable to Defense Acquisitions of
Commercial Items (NOV 1995) are incorporated by reference, however, for
paragraph (b) of 252.212-7001 only the following clauses apply,

Notification of Transportation of Supplies by Sea. CONTRACT DATA
REQUIREMENTS LIST WARRANTY The contractor shall extend to the
Government full coverage of any Standard Commercial Warranty normally
offered to a similar commercial sale. Acceptance of the Warranty does
not waive the Government's rights under the Inspection Clause, nor does
it limit the Government's rights with regard to the other terms and
conditions of this contract. In the event of a conflict, the terms and
conditions of this contract shall take precedence over the warranty.
The warranty period shall begin upon final acceptance of the applicable
deliverable listed in the schedule. The manufacturer shall affix
calibration and warranty stickers to the equipment. The calibration
stickers shall have both calibration and calibration expiration dates.
The warranty stickers shall have the contract number and the warranty
expiration date. This is a DO rated order. Offers shall either be
submitted on the SF1449 or on letterhead stationery, and shall include
the following: Schedule of Supplies, technical literature and/or
documentation desciptive of the product, FAR clause 52.212-3 and DFAR
clause 252.212-7000. Offers are due to Stephanie Broadhead, Contract
