Agency (USIA), International Broadcasting Bureau (IBB), has an
immediate requirement subject to the availability of funding for
multiple, highly efficient reliable solid-state modulators (SSMs) for
installation by IBB employees on IBB broadcast transmitters of several
different power levels. SSMs shall meet ISO 9000 standard. SSMs are
required for, but necessarily limited to, the following: twenty-two
(22) 500 kW shortwave transmitters at the IBB radio relay stations
located in North Carolina, Morocco, Sri Lanka and Thailand; two (2) 250
kW shortwave transmitters in Spain; and twelve (12) 100 kW shortwave
transmitters in Germany. The proposed need will have Base and Optional
Requirements. The Base Requirement will include the following: 1)
fabrication, packing and shipment of One (1) 500 kW SSM to Morocco; 2)
engineering support and design; 3) factory acceptance testing; 4)
operations and maintenance manuals; 5) factory training; 6) optional
installation support; and 7) spares. The Optional Requirement will
include prices that shall remain valid for five (5) years after
contract award. Delivery terms will be F.O.B. Destination. Interested
firms shall have the following: 1) minimum of ten (10) years of
experience in the design and manufacturer of high power broadcast
transmitters; 2) Five (5) years of experience in the design and
manufacturer of high power solid-state modulators for broadcast
transmitters. The experience shall be at the same power ratings as the
transmitters cited herein. This experience may be in the commercial
market. Interested firms also are encouraged to provide alternate
proposals (i.e., lease to ownership, straight financing, etc.) to
satisfy the above requirement. It is anticipated that a Request for
Proposal (RFP) Solicitation No. IA2101-S8234787 will be released in
June 1998 with a thirty (30) day Closing date. Interested firms may
request a copy of the forthcoming solicitation by submitting a written
request to the USIA contact noted above. In addition, to assist the
Agency in the development of the solicitation, interested firms are
encouraged to submit by April 27, 1998 documentation addressing the
following: SSM performance, delivery and installation issues;
alternative financing issues, terms and conditions; etc. The Agency may
make multiple awards to meet the requirements of this pending
solicitation. All responsible sources may submit an offer to the
pending solicitation and all offers will be considered. This notice is
