University of the Health Sciences, the Dept. of Defense Medical School,
located in Bethesda, MD has a requirement for commercial off-the -shelf
training services. This acquisition will be a Small Business Set-Aside.
Services will be divided into two parts and will be awarded on a
multiple award basis to the lowest priced technically acceptable
offeror(s). PART 1 is for a training session in effective writing
techniques consisting of lectures and tutorial sessions. The Contractor
will be responsible for providing a 2-hour
introductory/lecture/discussion on the five principles of effective
writing followed by four 2-hour workshops on the five principles of
effectiving writing. The Contractor must provide training for
approximately 12 faculty members and students to: 1) learn to plan the
structure of written presentations, 2) learn to develop a more
effective mechanism for engaging and maintaining the readers' interest,
and 3) gain a clearer and more effective writing on scientific
subjects, especially those pertaining to public health and medicine.
The Contractor shall conduct personal evaluation sessions to provide
individual feedback (45-minutes each) of the approximate 12 students
and faculty members. Part 2 is for training in English pronunciation
skills for speakers of English as a second language. The offeror will
be required to provide three 3-hour group sessions and a 45-minute
tutorial for each student or faculty member. The offeror must train
approximately 12 faculty members and students in improvinmg their
pronunciation in English, including technical and scientific
vocabulary. This training must include group sessions and individual
training sessions. The offeror must conduct personal evaluation
sessions to provide individual feedback for approximately 12 students
and faculty members. For both Parts 1 and 2: a) the offeror must be
able to demonstrate that the key person has the experience, knowledge,
and calibre necessary to train scientific and government personnel --
therefore a resume will be necessary, b) the government will provide
appropriate supplies, equipment and facilities for the contractor to
use in conducting training sessions, c) travel and per diem expenses
are not included in the contract price, d) and the contractor must
coordinate teaching with the Director of Graduate Programs of the
Department of Preventive Medicine and Biometrics. Contract(s) will be
awarded for a base year with four option years. Since the contracts
will be on an academic institutional calendar, completion will be
required by the 15th of August of each year. The RFQ will be released
