NASA Headquarters intends to issue RFP W-10-90761 on a sole-source basis to Westinghouse Audio Intelligence Devices (AID), 12301 N.W. 39th Street, Coral Springs, FL 33065, for the purchase of (3) Unitel 210X Professional Intelligence System and (3) Unitel 315 Harvard Video Surveillance System under the authority of 10 U.S.C. 2304(C)(1)-Only One Responsible Source. UNITEL 315 Hard-Wire Video Surveillance System. This system is designed to provide the investigator with a complete multi-purpose video surveillance kit. The system's low-light camera with four interchangeable lenses permits close-up, medium and long-range video surveillance. The circuit board camera with pinhole lens that is supplied with the kit allows for covert surveillance through a variety of concealments. A four-channel video switcher enables the investigator to monitor and record multiple video camera inputs. The high quality 8mm videocassette recorder has a built in color monitor and is supplied with an integrated alarm recording adapter with time and date generator. Rechargeable batteries with AC power supply and charger are also provided to enable the UNITEL 315 to be used in virtually any location. This complete system is ready for use in a ruggedized, foam-lined, molded carrying case. UNITEL 210X Professional Audio Intelligence System with Repeater. Built into an inconspicuous commercial grade, high impact carrying case with compartments for all removable components and all operating controls, connections, and indicators clearly marked, this system is capable of operating in any of three power modes: 110-220 V, 50/60Hz AC; 12 V DC negative ground vehicular electrical system; or, the rechargeable 12V battery system installed in the case itself with charge status indicator and test terminals for 9V Type 1604 Alkaline batteries (power cords are supplied for vehicular use and recharging from an external source). The receiver provides eight (8) crystal controlled VHF High Band channels with sensitivity better than .18 microvolts for 12dbSINAD; adjacent channel rejection better than 90db; spurious and image attenuation better than 90db; separate and distinct dual receiver front end sections, each of which will accept frequencies within a 1.7 MHz bandwidth. These front end frequency groups may be separated by up to 24MHz within 150 to 174 MHz with no restriction on the number of channels operable through each receiver front end section. This unique performance capability accommodates the channel frequency offsets necessary in tactical radio repeater operations without the necessity to use a separate receiver or to compromise of degrade receiver performance. These unique characteristics enable high level intelligibility and evidentiary quality recordings even under the most difficult field conditions. Included in this system are the TX-916 narrow band FM, 1 watt, voice transmitter and the BXR-2202 2-watt, FCC Type Accepted repeater. The TX-916 meets or exceeds "Body Worn FM Transmitters" Specifications NTLECJ-STD-0214.00 and is also FCC Type Accepted. The TX-916 provides for transmissions in both clear text or scrambled voice format -- the latter transmission is converted to clear text with no discernible distortion, for monitoring and/or recording by the descrambler demodulation circuitry of and AID receiver equipped with the scrambler feature. The BXR-2202 Repeater is small in size (3" x 3" x 13 5/8"), lighweight (3lbs. 4oz.), and is housed in a weatherproof enclosure. This repeater provides excellent receiver sensitivity, selectivity, and attenuation of spurious responses and permits separation between receive and transmit frequencies between 4.5 and 10 MHz. It retransmits received signals through its internal filter network with no discernible distortion for preservation of superb conversational intelligibility and voice identification for extended oeprational range using low power transmitters. This repeater is equipped with a descrabmler feature to provide a high level of security and confidentiality for sensitive covert officer protection and evidence gathering operations.
