in the Commerce Business Daily on Wednesday, March 11, 1998 is hereby
issued a fourth amendment. The purpose of the fourth amendment is to
respond to technical and contracting questions submitted to the FBI
from various vendors. Please note that the specifications listed in the
synopsis/solicitation are only minimum requirements and the FBI is in
need of a commercial item turn-key system. No further questions will be
accepted. The due date has been extended to April 10, 1998 at 12 noon
EST. HARDWARE ISSUES 1. Racore Card -- Clarification: After award and
pursuant to a delivery order, the vendor is expected to provide all
turnkey microcomputers configured with the Racore Fiber Optic Token
Ring Network Interface Card Model M8158. Racore can be reached at
(408)374-8290. The point-of-contact at Racore is Ms. Chris
Evert-Hindenes. The FBI will provide a Racore Fiber Optic Token Ring
Network Interface Card Model M8158 for the purposes of evaluating the
apparent winner's proposed system(s) configuration in the FBI Test Bed
facility. The apparent winner may also provide a Racore Fiber Optic
Token Ring Network Interface Card Model M8158 with the evaluation
system, if so desired. The FBI will not provide the Racore Fiber Optic
Token Ring Network Interface Card Model M8158 for purposes of delivery
once final award has been made and pursuant to a delivery order. 2.
Slot Configuration -- Clarification: The FBI will allow for the
proposed system(s) to be configured with a minimum slot configuration
of three (3) dedicated PCI slots, two (2) dedicated ISA slots, and one
(1) shared ISA/PCI slot. This is the minimum slot configuration prior
to installation of any internal adapter cards and is in conformance
with the standard ATX 2.01 specification, as found in documentation
obtained from the www.Intel.com web site. 3. Video RAM (VRAM) --
Clarification: The FBI will allow for the video accelerator board to be
offered with either a minimum 4Mb VRAM solution or minimum 4Mb SGRAM
solution. 4. OpenGL -- Clarification: The FBI hereby amends the
requirement for the video controller to read as follows: "video
accelerator board that supports an OpenGL 3D chip set" There are a
myriad of OpenGL 3D accelerator boards commercially available. For
purposes of this solicitation, the FBI is not seeking a specific
manufacturer, but offers the following partial list of manufacturers

was obtained by the FBI from the www.OpenGL.org web site. The FBI will
accept AGP video accelerator boards, providing the accelerator board
supports the OpenGL 3D specification and there is a requisite AGP slot
on the system board that does reduce the requirements as set forth in
Issue #2, "Slot Configuration". 5. Monitor Cables -- Clarification:
The requirement stands. The vendor must provide a monitor that includes
a six (6) foot AC grounded UL listed power cord, measuring from the
rear connection of the monitor unit to the plug connector. The vendor
must also provide a minimum six (6) foot data cable, measuring from the
rear connection of the monitor unit to the connector that attaches to
the proposed system(s). 6. ATX Form Factor -- Clarification: The FBI
will only allow for deviation from the ATX specifications for the
proposed system(s) as described in the "ATX Specification, Version
2.01" document, available through the www.Intel.com web site, with
regard to the physical dimensions, also known as the Mini-ATX form
factor. Proposed systems, if deviating from the examples as set forth
in the referenced document, must be certified by the OEM manufacturer
as meeting the technical ATX specifications in all other respects. 7.
UL Listing -- Clarification: The FBI hereby amends the requirement to
read as follows: "Proposed system(s), inclusive of its chassis, power
supply, and system board, must be listed with Underwriter's Laboratory
(UL) or other nationally recognized laboratories that specialize in
equipment safety analysis and testing." 8. EnergyStar Compliance --
Clarification: The proposed system(s) is required to meet the
EnergyStar specification when configured without the inclusion of a
Racore Fiber Optic Token Ring Network Interface Card Model M8158. The
FBI takes responsibility for any conflicts or issues that may arise
with the EnergyStar specification and the system configuration once the
Racore Fiber Optic Token Ring Network Interface Card Model M8158 is
installed. 9. Drive Bays -- Clarification: The FBI hereby amends the
requirement to read as follows: "six (6) total drive bays (two (2)
5.25" half-height and four (4) 3.25" low profile)" 10. 3.5" 120Mb
Floppy -- Clarification: The FBI hereby amends the requirement to read
as follows: "3.5" 1.44Mb internal floppy drive" 11. Serial Mouse --
Clarification: The FBI hereby amends the requirement to read as
follows: "2 button mouse with PS/2 connector" 12. CPU Speed --
Clarification: The requirement stands as written. The 300MHz Intel
Pentium II-based CPU is a minimum specification. 13. System Board
Integration -- Clarification: The FBI is seeking commercially available
products. If a proposed systems integrates various functional
capabilities (i.e., video, IDE and sound) onto or into the system board
of the proposed system(s), the functions must be technically equal to
non-integrated items commercially available as add-on products.
Further, if a proposed system with integrated system board is selected
for award, then all drivers must be provided with all ordered systems,
in a media format to be determined by the FBI prior to ordering. There
is no specific "brand name" preference. 14. Speakers -- Clarification:
The minimum specification for the speakers is 25 watts rms each. 15.
Other Physical Characteristics -- Clarification: The question regarding
the "total distance between the server and the workstation furthest
away from the server" is not relevant to this solicitation. The FBI is
not seeking to procure a local area network (LAN) for the system(s)
proposed, rather the requirement is to provide a Racore Fiber Optic
Token Ring Network Interface Card Model M8158. -- Clarification: The
FBI is not seeking system(s) installation, setup, or integration from
the vendor except as proposed in the original specification as
announced in the requirement. Once award is made, and the proposed
system(s) is passed by the FBI test bed, the vendor will only be
required to further install the ordered operating system and the Racore
Fiber Optic Token Ring Network Interface Card Model M8158 in the system
prior to shipment. However, it is expected that the vendor will also
burn these systems in prior to packaging and shipment, as normal
