Weapons Division, China Lake, CA is issuing a solicitation for a three
year contract with two one year options for Combat Environment
Simulation Services. It is anticipated that the base period of
performance will commence in October 1998. The contractor shall design,
develop, fabricate and deploy equipment or systems designed to provide
a dense, realistic, electromagnetic (encompassing radio frequency,
infrared, electro-optic, and laser energy) environment to be used by
the Tri-Services community for weapons systems deployment, training,
and test & evaluation. These efforts will include fixed and moving
ground, ground, sea, and air targets and emitters, integrated
hardware/software systems and environments and hostile equipment
modeled entirely in software. The contractor shall install and
integrate the systems and equipment onto test and evaluation and
training ranges. The intent of this acquisition is to support these
various related requirements by multiple award, Cost Plus Award Fee,
Indefinite Delivery, Indefinite Quantity (ID/IQ) Task order Type
Contracts. The Government anticipates awarding up to three contracts.

electronically through the Naval Air Warfare Center Weapons Division,

of the solicitation will be furnished. A draft Statement of Work will
be available on or about 07 April 1998. A draft solicitation will be
available on or about 14 April 1998. A pre-solicitation conference is
planned for 0900-1130 on 21 April 1998 at the China Lake Station
Theater. The Government is soliciting comments, suggestions, and
questions related to the draft solicitation and pre-solicitation
conference via E-mail (rpost@ban.chinalake.navy.mil), fax
(760-939-8164) or meetings following the pre-solicitation conference.
The Government will meet with each contractor for up to 25 minutes,
beginning at 1300 on 21 April 1998. Contact the contract specialist via
E-mail or fax, to schedule the meeting. The meetings will be scheduled
in the same order as the requests are received. Feedback will be
considered by the Government for incorporation into the final
solicitation. The final solicitation will be available on the home
page, on or about 18 May 1998. Responses to the solicitation are due by
noon on 18 June, 1998. Oral presentations will be scheduled by lottery.
Offerors will be notified on or about 19 June with the time for the
oral presentation. Oral presentations will be presented on or about 29
June through 2 July. All responsible sources may submit a proposal
